Whether an outage takes an hour or a day to restore depends on the severity of the problem and during the windy season there may be multiple issues to deal with simultaneously. People still drive into poles on clear windless days. Do you call the outages in yourself or wait for someone else to do so? After ten years of living in Costa Rica, I know what poor infrastructure and poor service is all about. Here it's far superior, not perfect, but constantly improving. In North America, where most of us came from, it was good but is steadily deteriorating. Folks were also complaining in town today about lack of Cableonda service on Superbowl day.

CUBAN MIGRANTS stranded in Panama will soon be heading to Mexico following a deal between Mexican President Enrique Pena Nieto and Panama President Juan Carlos Varela. The agreement was reached during the Fourth Summit of the Community of Latin American and Caribbean States (CELAC), held in January in Ecuador. Panama’s Foreign Ministry said in a statement that Cuban migrants who arrive irregularly in the country are victims of trafficking, with riskier routes and high cost so, Mexico has granted Panama an ” exceptional and limited way “solution, which will, in the coming days expedite, orderly and safe direct transfer. “Mexico and Panama remain committed to continue working with countries in the region to comprehensively address the issue of migration, seeking joint solutions,” said the release.. Cubans began their journey with a flight to Ecuador, which until last December did not require a visa, and from there began their migratory journey to the United States through Colombia , Central America and Mexico, but last November Nicaragua shut the border, leading to a build up of migrants in Costa Rica and Panama. The Ministry of Health (MoH) is processing health certificates for 600 Cubans to allow them to travel to Mexico. The regional director of the MoH, Augustine Saldana said the more than 1,000 Cubans are in the gym at the Paso Canoa border and rigorous examinations were performed in order to give the certification. http://www.newsroompanama.com/news/panama/deal-allows-cuban-migrants-to-fly-to-mexico

Nissan X-Trails are not sold in the U.S. under the name Xterra. They are two different vehicles entirely. X-Trails are built for a global market and are sold in Europe, Australasia, Canada, and Latin America, whereas Xterras were built in the U.S. specifically for the U.S. market. Internet auto parts sites ask for the vehicle VIN in order to confirm the model. Depending on what's required, most parts are readily available here.

Since the other post about an earthquake appears to be proprietary and closed to discussion, here's a bit more info. The 5.0 movement at 6:38 a.m. appears to have been about mid-point between Paso Canoas and Rio Serreno. The University of Panama has seismological equipment in various locations country wide to monitor earth movement. Canadian passports can be refused, revoked, cancelled or suspended for a number of things but not for unpaid taxes. In Canada deadbeat dads who are delinquent in child support can lose their privilege to travel. Same deal in Costa Rica. "A person who fails to pay child support or alimony can be subject to the Family Orders and Agreements Enforcement Assistant Act". Under this Act, the Minister of CIC must refuse passport services to individuals subject to that Act and suspend any current passports." -

A third eastbound lane will be added to the Pan American Highway between the elevated overpass at the Universidad Autonoma and the Dos Bombas entrance to David. With a lot of local crime being attributed to juveniles in Chiriqui it's great to see a story where young people are making a positive difference.
