    The fifth wave of covid-19 is being marked by a constant increase in new cases, but with a stability in deaths.

    In the epidemiological week that ended on Saturday (May 8 to 14), 19,421 new infections were reported, which represents an average of 2,774 per day. This is a higher figure than the previous week (May 1 to 7), when there were 10,436 cases, for a daily average of 1,491.

    The average of one death per day has been maintained for several weeks.

    Statistics from the Health Ministry (Minsa) show that some days this week the barrier of 3,000 new daily cases was passed, something that had not happened since February 9.

    For the advisor to the Covid-19 Panama Vaccine Research Consortium, Eduardo Ortega, unlike other waves of covid-19, this time there is no relationship between the number of cases and mortality, since there are many cases and few deaths.

    Ortega, says this is, in part, thanks to the fact that there is a high percentage of the population that is immune.

Grubisich "personally did not receive or invest for himself the bribe money" and this contrasts with the yacht and the luxury condominium for personal gain to which they dedicated a significant part of the laundered funds who now present themselves as simple intermediaries.

    It is noteworthy that, although the defenders have reiterated in recent weeks that the sentence should be equal to or close to the time they have been detained (23 months), on April 29 they sent a note to Judge Dearie asking that, if their clients have to serve additional time in prison, they are sent to a camp. According to the Bureau of Prisons, there are 122 federal prisons in the United States, divided into five levels of security. A camp has such a low level that it does not even reach low security: its perimeter fences are limited or non-existent and there are no traditional cells, only dormitories. Surveillance is poor and there is a relatively low staff to prisoner ratio. In other words, the severity of life in a camp is so light that it doesn't even seem like a penitentiary facility.

    Taking into account that the agreement reached with the prosecution was approved by the judge, it would be correct to assume that he already knows the identity of the aforementioned close relative. Hopefully, soon they will reveal it publicly so that Panamanians - true victims of this corruption machine - at least receive some consolation prize.

    Thus, perhaps, the matter does not stop there. It is not fair that a foreign country has investigated, extradited, prosecuted, and sentenced two Panamanians who were important players in the Odebrecht bribery scheme, while nothing has happened to them here.

    Migrants rescued from trafficking network

    Agents of the National Police, the National Border Service, and the Public Ministry rescued five migrants at the Guabalá checkpoint, in the district of Tolé, Chiriqui on Friday, May 13.

     A Panamanian citizen suspected of being linked to a human trafficking network from Panama to Central America was arrested.

    In the action,  labeled Operation Trident five people – three women and two men -  of Nicaraguan nationality were are recovered, from an articulated truck that was transporting a refrigerated container.

    Meanwhile, three other people who were traveling behind the truck in a pick-up vehicle without a license plate are being investigated.

    Provisional  detention for self-confessed killer

    A Judge of Guarantees decreed on Friday, May 13, provisional detention for Marichely Ruiz 38, for the murder of her sentimental partner, Yaris Jiménez, 30, whose skeletal remains were found  Thursday in a jungle area in the sector of Las Albinas near Lake Alajuela.

    Ruiz, who is a Physical Education teacher at a private school, turned herself in on  Wednesday, May 11, 2022, and confessed that she had killed her partner and left the body in a jungle area.

    During the guarantees hearing, the Prosecutor's Office revealed that both women had an argument out of jealousy in the jungle area, as a result of a struggle they fell into the water, the victim sank, and Ruiz took the body out of the water and abandoned it.

    Jiménez lived in a rented room in Chorrera, and left two minors orphaned.

    Marichely Ruiz's car was located in Chepo, and inside the apartment that the victim rented, they had found a pillow with blood.

    Two Spanish investment groups have denounced the legal insecurity in Panama after a company from the country had committed a $7 million scam by selling them the same land to undertake urban projects in the Caribbean reports the Spanish newspaper El Mundo.

    The Spanish investors involved in the event, dating back 15 years, are the Olloqui Group, of Spanish origin, with shareholders from the United States, and the Spanish Boluda Group.

    According to the publication, the Finca de la Salud was the dream of tourism investors on the coast of Panama. It was described as an area of 1,200 hectares, four kilometers of beach, and two kilometers on the right bank of the Río Indio, in Colón.

    The two Spanish groups sought to develop a sports marina, golf course, airport, resort hotels, and tourist apartments.

    The first company interested in developing the project was the Sociedad Caribbean Paradise Panama, belonging to the Olloqui Group, which on February 7, 2006, signed a promise of sale agreement for $17 million with the owner: Ganadería Panameña, SA. The company was represented by Jorge Edingh Palis Vázques, belonging to the Panamanian Palis family, of Lebanese-Colombian origin.

    On May 7, 2007, the date agreed for the closing of the sale of the Finca de la Salud, the legal representative of Caribbean Paradise went to the Panamanian notary's office with the amount pending payment, but that day the seller did not appear to close the sale.

    Shortly after, Caribbean Paradise learned that the following day (May 8, 2007, the seller Palis had signed, in the same notary's office, a contract for the sale of the same Finca de la Salud with Caribal SA, a subsidiary of Yaiza Trust, belonging to the Spanish group Boluda.

    Until then neither of the two investors knew of the existence of the other.

    The publication says that, in the case of Caribal, the sum agreed by the Health Farm itself was $27.9 million that is, $10.9 million more than what the owners requested from the Olloqui Group.

    The investors told El Mundo about the obstacles they have found in their processes (which they manage independently) due to the Panamanian justice system.

    The seller Palis appointed the brothers Darío and Carlos Carrillo Gomila as lawyers; The latter is one of the defenders of former Panamanian President Ricardo Martinelli, implicated in several legal proceedings.

    Colón strike continues as Cortizo meeting fails

    The Coalition of Unity for Colón (CUCO) will continue the indefinite strike, after getting no concrete answers during Thursday’s meeting with  President Cortizo, who replied that there is more than $877 million invested in projects in Colon.

    Edgardo Voitier, a member of CUCO, said that the president did not refer to the main problems that were demanded such as the high cost of living and the increase in fuel prices.

    Cortizo announced that in the next few days the order to proceed with the construction of the new Manuel Amador Guerrero Hospital will be delivered and a training plan will be created for the employment of colonenses.

    He proposed a meeting for Tuesday, May 17, to establish a training plan where a database is made to train Colonenses in the areas required by companies that carry out projects in Colon.

    "With this plan, the people of Colon will be employed, the government will contribute 50%, and the private company must get off the bus and support to give work to the people of Colon," said the president.

    “The strike continues and is indefinite until there are categorical and forceful responses from the government to the problems of Colón, which include the high cost of living, the increase in fuel, access to water, among other issues,” said Voiter on Telemetro.

    The CUCO protests, which are on their fifth day. During the four days there were clashes between demonstrators and the National Police, the latter using tear gas and rubber bullets against people who protested in various parts of Colón. The confrontation left a police officer with gunshot wounds.

    The private sector called for dialogue to leave behind positions that continue to affect third parties and put the physical and material security of the province at risk and that street closures only directly affect the development of the economy.

He was surrounded by a mob that joined him in a chorus and shouted “Let's go to answer them”.

    Sedition ?

    The Eighteenth Civil Court granted the protection of constitutional guarantees promoted by a group of citizens against the agreement of the Municipal Council of Panama, which authorized Mayor José Luis Fábrega to call the public act for the construction of the new seafood market.

    The decision was adopted on Friday, May 13, 2022, by Judge Rosalba Sánchez Cisneros, who on April 29 had already ordered the provisional suspension of the municipal agreement in question.

    After reading the report submitted by the Municipal Council of the district of Panama, it is noted that the aforementioned act demanded in the Amparo headquarters was not posted on the tablets [located] in the Secretary of the Municipal Council, in those of the Mayor's Office and in the corregidurías, and that although it was published in the Official Gazette, this does not mean that it was promulgated, for which the guarantee of due process contemplated in article 32 of the Constitution has certainly been violated, ”says the ruling by Judge Sánchez Cisneros.

    The norm dictates that for municipal agreements to have legal effect, they must be fixed on the tablets for a term of 10 days.

    Through a February 15, an agreement the Municipal Council, chaired by the PRD Abdiel Sandoya, had authorized Fábrega to call for a tender for the design and construction of a new seafood market, on the coastal strip, paid with $43 million from decentralization.

    The agreement was demanded by the civic movement Ciudadanos Pro Revocatoria, made up of Luis Pinedo, Blanca Solís, Gerónimo Espitia, Joaquín Bernal and Julio Stoute. The plaintiffs allege irregularities in the citizen consultation process for the seafood market project, held on November 11, 2020.

    For example, they point out that only 25 people appeared, two of whom are officials from the Mayor's Office. In addition, the consultation was only carried out in the township of Calidonia and its call was not disclosed.

    The judge points out that there is no documentation that demonstrates that the call for citizen consultation was carried out as required by Law 37 of 2009, which decentralizes public administration. The judge warns that the characteristics of the act of November 11, 2020 are similar to those of a "public hearing", not a "citizen consultation".

    COVID-19 cases at 21,419 with 3,514 new infections

    Active cases of covid-19  climbed to 21,413 after 3,514 new infections were detected on Thursday, May 12 which shows positivity of 21.7%, according to a report from the Ministry of Health (Minsa). Most of the cases correspond to the Omicron B-A1 and B-A2 variants. 185 hospitalizations increased to 185 (64 in the ward and 21 in ICU).

    The Minsa reminded the population that this weekend the vaccination in shopping centers such as Soho Mall, Albrook Transport Terminal, Alta Plaza, Metro Mall and Los Andes Mall, from 10:00 a.m. to 3:00 p.m.

    Martinelli’s escape route threatened

    The National Directorate of Electoral Organization, of the Electoral Court (TE) , will ask the plenary session of the TE (made up of the three magistrates) to suspend the validity of the criminal and labor electoral jurisdiction that the members of Realizing Metas (RM) have, a party that recently held internal elections.

     The measure reaches, among others former Panama president, Ricardo Martinelli, who serves as president of that political group.

    The  Directorate made the decision after arguing that "the validity of the electoral jurisdiction should have ceased once the last proclamation of the event had been executed, as provided in article No. 360 of the Electoral Code ."

    It adds that this situation has not occurred due to the suspension of the count and the call for new partial elections of the RM party, due to the multiple irregularities detected on April 24 when it held elections to choose the authorities of the Secretariats for Women and Youth.

    In the opinion of the Directorate, "this generates uncertainty and an indefinite and atypical extension of the electoral jurisdiction to those registered, which is not provided for in our legislation."

    The body also ordered to report the issue to the electoral administrative prosecutor on duty so that it proceeds in accordance with the provisions of article 480 of the Electoral Code; and to the Electoral General Prosecutor's Office, in order to determine the corresponding “criminal responsibilities”.

    In a resolution of March 22, the TE magistrates, Heriberto Araúz, and Alfredo Juncá, decided to maintain Martinelli's criminal electoral jurisdiction, and therefore, for the time being, he cannot be prosecuted for the New Business and Odebrecht cases.

    The third judge to liquidate criminal cases, Baloisa Marquínez, at the end of last January, was forced to suspend the preliminary hearing of the New Business case precisely because Martinelli invoked the jurisdiction. The judge asked the TE to withdraw that legal protection, but she met the refusal of the magistrates Araúz and Juncá.

    66.2% rise in  flow of migrants heading for US or Canada

    In the first four months of 2022, a total of 19,922 migrants entered Panama through the Darien jungle, a 66.2% increase over the same period in 20 21. All were heading for the perceived Shangri-la of the United States or Canada.

    If the flow continues at the same rate, this year will set a record in terms of entry of travelers through Darien.

    In the midst of this scenario are vulnerable groups such as children and adolescents who even arrive at migrant immigration stations or shelters, without the company of their parents or a relative.

    This week the National Border Service (Senafront) identified a girl who had a yellow alert issued by Interpol for disappearance in Peru. The minor was accompanied by another migrant, who claimed to be her father but had no documents to prove it.

    The National Secretariat for Children, Adolescents and Family (Senniaf) said that on May 10 she was placed in charge of Senniaf, and the process for family restitution began, that is, returning her to her family, with the authorities corresponding (the Ministry of Foreign Affairs and the Consular Office of Peru in Panama).

    On May 11,  Senniaf said a "temporary foster family" will provide care in a safe and affectionate home while the repatriation procedures are carried out with the family in Peru.

    Hard reality
    According to Migration figures, this year (between January and April) 16% of the migrants who entered through Darién were minors.

     Senniaf statistics reveal that between 2021 and 2022, 210 migrant children arrived at the shelters or reception houses for migrants in that province, without the company of a parent or relative. Of these 210 minors, 201 had their right to family and family life restored; which means that they were handed over to their relatives. In these cases, many times the parents are left behind on the route or path and arrive hours or days after the minors.

    The National Police Crowd Control Unit fired tear gas on Thursday afternoon to disperse protesters who had closed the four lanes of the Transístmica highway for four hours since noon. Members of the Union of Workers of the University of Panama, of Frenadeso, Suntracs, and Conusi carried out the demonstration in rejection of the constant increases in the basic food basket and the price of fuel.

     People ran and took refuge in the University of Panama (UP)From the parking lot, a group of university students threw stones at the police officers. The Transístmica, which was closed for about four hours, was fully reopened at around 4:50 p.m.

    The UP announced the suspension of evening and night classes.

    For the second consecutive day, Panama exceeded 3,000 d new infections of covid-19 , while positivity is above 20% and in the last hours, 5 deaths have been registered due to the virus.

    The Ministry of Health (Minsa) reported Wednesday 3,324 new cases were confirmed after the application of 15,473 tests, which showed positivity of 21.5%.

    In addition, the Minsa details that 5 deaths were registered. Since the pandemic arrived in the country in March 2020, Panama has accumulated 8,199 deaths with lethality of 1.03%.

    There are 18,644 active cases of which 18,474 are in home isolation and 170 hospitalized. Those hospitalized are 149 in the ward and 21 in intensive care.

    Tourism world upside down

The Economic Commission for Latin America and the Caribbean has warned that the impact of the restrictive measures issued in Panama during the pandemic will cause, from 2020 to 2023, no less than $12 billion in revenue to be lost in the tourism sector, including wages and profits that employees and businessmen will no longer receive, among other actors. And in the midst of the catastrophe, the government of Laurentino Cortizo has had the luxury of approving 100% tax incentives for private investments in this sector in the interior of the country, as if that would solve the problem of currently having more than 9,000 unoccupied hotel rooms. This contrast reveals that the government lives in a separate world, without contact with reality, and reflects unforgivable negligence in the handling of State funds. We are experiencing a crisis that could still get worse, and the only thing that occurs to politicians is to give away money from the treasury because what matters to them, above all things, is to please their friends or their "political investors" who seek tax benefits with projects that could hardly be defined as tourism or that can promote tourism.     Lawyer linked to multiple murders appears in court

    Protests over disappearance of  women

    Scores of people gathered on Tuesday, May 10, in Belisario Porras Park, a few meters from the office of the Attorney General, Javier Caraballo, to protest the disappearance of women in Panama.

    At least 25 organizations that watch over the rights of women protested demanding justice for all those who have disappeared in the country. "We scream for each missing person, we want everyone alive," read one of the many banners.

    "Not one more", "Enough already", read others. The protesters asked President Laurentino Cortizo to declare the disappearance of women a "state problem." Caraballo was required to reinforce the offices of the prosecutors in charge of the investigations, with personnel and equipment, to locate the women who one day left their homes and disappeared.

    According to figures provided by the Public Ministry, at this time 17 women are missing in the country.

    Caraballo promised that he will do "everything possible" to clarify the cases, and promised to hold meetings with representatives of the women's groups.

    Investigation opened into fire on 3 fishing vessels

    The Panama Maritime Authority (AMP) announced on Wednesday, May 11, that, it will carry out an investigation to determine the origin of the fires in three vessels. in the area near the port of Vacamonte, in the province of Panamá Oeste.

    According to the AMP, at approximately 10:20 am this Wednesday a fire started in one of the ships belonging to the company Rocmar Seafood, SA.

    The ship was anchored at a distance between 1 to 2 nautical miles from the port of Vacamonte.

    The incident "has not caused injuries, but it spread to two other ships from the same company" anchored in the area.

    The affected vessels were Rising Star, Chung Kuo No. 85 and Chung Kuo No. 686. All 32 meters long and used for fishing.

    The fire was controlled with the support of the Panama Fire Department and the National Aeronaval Service.

    According to the AMP, there were a total of eight crew members on the three ships, who were rescued by another ship of the Rocmar company.

    The National Police reported that Marichely Ruiz, who had been reported missing by her relatives, turned herself in on Wednesday, May 11, at the La Chorrera Police Zone and confessed to having murdered her partner.

    Ruiz 38, was last seen on April 22, when she left her apartment, in Puerto Caimito, La Chorrera, together with Yaris Jiménez Carrasco, 30, who was also reported missing by her relatives.

    Since that date, the whereabouts of the women who lived together were unknown.

    On April 30, in the district of Chepo, in eastern Panama, police found Ruiz's car abandoned.

    Before moving to La Chorrera, in, Ruiz (Physical Education teacher) and Jiménez (mother of a boy and a girl) had lived in Chepo.

    The Ministry of Health (Minsa) in its epidemiological report on Monday, May 9 announced one death and 1,359 new cases of covid-19 and 6,080 tests for a 22.8% positivity

    Active cases add up to 13,732, of which 13,577 are in home isolation and 155 hospitalized (136 in the ward and 19 in intensive care units.

    Panama mayor, José Luis Fábrega, through his lawyers, has filed at least six appeals before the Electoral Tribunal (TE) and the Supreme Court in order to stop the recall process against him despite the fact that he has stated that he is not concerned about the collecting of signatures to remove him, which began on April 20.

    The legal strategy adopted by the mayor a member of the ruling Democratic Revolutionary Party (PRD), includes the claim of unconstitutionality before the Supreme Court of Justice, to appeals against resolutions issued by the Directorate of Electoral Organization of the TE.

    On April 8, the lawyer Juan Carlos Pérez, representing Fábrega, knocked on the doors of the TE to present a request so that people linked to the mayor could be present in the process of collecting signatures.

    Days after going to the TE, on behalf of Fábrega, lawyer Carlos Carrillo filed an unconstitutionality lawsuit before the Supreme Court of Justice (April 12) against the recall process, alleging that the Electoral Code does not provide for the recall of the mandate for mayors. The lawsuit is in the hands of Judge José Ayú Prado.

    On March 11, Fábrega's defense returned to the TE to present an appeal against the admission of the revocation process, which was processed by the lawyer Roberto Ruiz Díaz.

    The next day he filed another appeal, again before the TE to dismiss the case, alleging that the lawyer Raúl Rodríguez had filed a similar petition in 2020.

    On April 20, he filed a request, again before the TE, with the aim of being given copies of all the proceedings. In that same resource, he also warned about the alleged nullity of everything advanced. In May he continued with the same strategy because on the 3rd of this month he filed an appeal after the last request was denied.

    Investigations into the disappearance of 17 women in various parts of the country are underway said Azael Samaniego, undersecretary of the Public Ministry on Monday, May 9.

    Carlos Valencia, director of Judicial Investigation, of the National Police, stressed that so far there is no evidence that the disappearances are related to a criminal organization operating in the country. He added that they are carrying out research work on the cases and asked the population not to publish unsupported data, since this alarms society.

    He urged the community to turn over to the authorities any information that gives clues about the location of these people. Figures from the Public Ministry reveal that from April 2021 to now, 46 cases of missing persons have been reported: 29 men and 17 women.

    MP statistics also reveal that 440 investigations related to deprivation of liberty were opened and that 398 people have already been located.

    Suspect held
    In Chiriquí a man is in preventive detention while being investigated in the disappearance of three women in 2021. These are the cases of Anabel Valdivia, 28 years old; Astrid Tugrí, 21,  and Viviana Gallardo, 17. 

    They left their residences in search of work but never returned. The person is also linked to the disappearance of Verónica Arcia, in 2012. For the three cases of 2021, on May 3, the Homicide and Femicide Section of the Chiriquí Regional Prosecutor's Office requested a hearing to charge a 48-year-old man for the alleged commission of crimes against property and deprivation of liberty.

    Suky Yard, from the Vida Mujer Foundation, described the way in which the issue is being handled as “regrettable”, as, the State is failing, above all, in providing women with security.  She also criticized the statements made by the Minister of Security, Juan Pino, who said last weekend that "many women disappear because they leave their partners."

    Sociologist Rebeca Yanis, from the Federation of Professional Associations of Panama, said that as a result of the covid-19 pandemic there was "a setback in the values of the population." and the health crisis intensified cases of femicide, domestic violence, and abuse.

    Riot police clash with Colón demonstrators

    Riot police and demonstrators clashed on Tuesday, May 10, the second day of the general strike called by the Coalition of Unity for Colón (CUCO), upon not receiving a response from the Government regarding the demands for the execution of projects, control of the price of fuel and other requests from the civil society.

    The deputy of the ruling Democratic Revolutionary Party, Jairo Salazar, was accompanied by a group of people, dressed in white. “The Constitution that establishes that you can travel freely is being violated. We are going peacefully and you are provoking”, said the PRD deputy.

    Colón woke up to a large presence of Police crowd control agents in different parts of the province. There were also road closures in Río Alejandro, Puerto Pilón and Portobelo. Nine public transport routes have paralyzed their service; Drivers of taxis and school buses have also supported the call of CUCO.

    It was reported that the group is moving in a caravan from the outskirts of Colón to Cuatro Altos, where the coalition's bastion of struggle is.

    Meanwhile, the Vice Minister of Internal Trade and Industries, Omar Montilla, said that the delegation that will attend to the requests of these protesters was being defined.

    Police destroy 20,331 seized firearms

    The destruction by the National Police on April 29 of 1,012 firearms seized in security operations brings the total destroyed in 20 programs to 20,331. The latest batch included 752  revolvers, 175 pistols, 20 rifles, 34 shotguns, six submachine guns, 950 small arms, 45 long arms, and 17 high-impact weapons, which were in the hands of criminal organizations.
