Do you think she can survive?  I have never seen a dog that emaciated, even in India.

Yes, she can survive. I have one that I found in the street over a year ago that was in this bad of a condition, or maybe even worse. She weighed 25 lbs. at the time, and was full grown. Not a puppy, but young.She had never been in heat.. She quickly responded to good food, good nutrition, and good care. She is part yellow lab, or maybe not even part. Today she weighs 65 lbs. and she is possibly the most intelligent dog in my entire pack of 18. (I sent a few bucks to help care for this poor David dog.)
