Service is being restored gradually. The President explained that it was not due to the JMJ but he was in the dark about the exact cause of the crash. Despite spending $30+ million on a newly inaugurated backup system at Tocumen Airport, it took 20 minutes to kick in. I tried calling the electric utility (as I typically do during an outage), but the call center phones were simply overloaded. Not a good way to start WYD. Fortunately it was a sunny day and light enough inside the building for Dr. Tello to operate and the volunteers to do their jobs. This must have been an embarrassing event for Varela and the organizers of the WYD fiasco after spending millions of dollars for it.
