The establishment of ties was formalized with the exchange of notes between the Ambassador to the United Nations of the Government of Panama, Melitón Arrocha and the Ambassador to the Government of Tajikistan, Mahmadamin Mahmadaminov. The opening of diplomatic ties is based on the Vienna Convention on Diplomatic Relations of 1961 and the Vienna Convention on Consular Relations of 1963.
