The Administration Attorney General of the Administration, Rigoberto González, has recommended his removal. Duboy, the current treasurer of the ruling Panamenista party admitted on Monday that he requested a donation from the Odebrecht construction company in 2008. According to the prosecutor, although Duboy is not appointed within the central government if he is in charge of a State society there could be a conflict of interest since the Odebrecht company develops the airport expansion project. Duboy announced that he submitted his resignation effective July 16. to President, Juan Carlos Varela, and to the Minister of Economy and Finance, Dulcidio De la Guardia, who is the chairman of the board of Tocumen, S.A. Duboy said he resigned because of politics and that on July 3 he will hold a press conference for the rendering of accounts of his years of management at the head of Tocumen, S.A. He is a member of the ruling Panameñista Party and was the center of a controversy last year when it was revealed he sought a donation from the Brazilian company Odebrecht in 2008 which has been the recipient of billions of dollars of government contracts, including Terminal 2 at Tocumen International Airport. According to a report from the Judicial Investigation Directorate, Odebrecht gave $10 million to former Ambassador Jaime Lasso between 2009 and 2014. The funds, which would have reached the Panameñista Party, were donations “in kind” and received by Lasso, according to Duboy. According to the Public Ministry, Strategic Management Group Inc., received on October 2, 2008 $50.000 from the Constructora Internacional del Sur, one of the companies that Odebrecht created to distribute bribes. Almost a month later, on October 30, the same company received another $99,852 dollars with 95 cents from Klienfeld LTD, also used by Odebrecht to make backdoor payments.. Dubey has said that the money was to pay debts from the political campaign of the 2008 primaries, in which Varela was elected as the presidential candidate of the Panameñista Party. Earlier request Recently, prosecutor Ruth Morcillo sent an official letter to the TE in which she requested an authenticated copy of the documents that contain information, notes, certification or authorization in favor of the Panameñista, to import, with the right to tax exemption, promotional material through from Rekhatex (HK) Limited, Hong Kong, for the 2014 season.
