So here is my answer to your post; would it have made any difference whether Al Gore or G.W. Bush was elected in 2000? I made the same kind of arguments you made here back then. I was wrong. Just ask the 4,000 dead and 32'000 wounded as a result of our actions in Iraq.

Yes, I often advise newcomers that there are just too many *uckling Gringos in Boquete.

Not entirely true. Car batteries such as those used in Teslas can be re-used for quite some time (years) as part of a home electric system. Even though these batteries are no longer viable as car batteries - there is much useful life. And they CAN be recycled at the end of their useful life to some extent, as long as recycling is mandated.
