    A PUBLIC MINISTRY investigation has been opened into the death of an 18-year-old boy who was taken to Santo Tomás Hospital on Monday, November 28  following clashes between riot police and residents of Cabo Verde.

    “The transfer of the person to the Santo Tomás Hospital was done by 911 Medical Emergency System,” says a National Police statement adding that the transfer l was from San Miguelito and confirmed that the relatives of the young person “live in Cabo Verde”.

    According to the police, the members of the anti-riot units acted under the law to reopen the Avenida Nacional that had been closed by protesting residents of Cabo Verde.

    President Juan Carlos Varela speaking from Chiriqui  said: “Everything indicates that there was no type of link with the riots that occurred,”

    According to the mother of the victim, her son died of tear gas thrown by the agents, since he suffered from heart disease.

    At the same time, Varel asked the residents to allow the crews to resume work and to begin the  installation  of meters for the prepaid  in  apartments, which did not suffer damage/

    Natural  Gas Fenosa which was installing meters when the riots erupted announced that after the incidents three of the towers register partial damage and one was totally vandalized.

    In Cape Verde there are 350 apartments in 5 towers, more than 90% do not pay for electricity service and have been illegally connected, which is why the company has offered the residents the prepaid electricity measurement system.

    Martinellis and corruption suspects triumph in CD elections

    THE MARTINELLI family and former state ministers and deputies at the heart of ongoing corruption investigations have been elected to office in Democratic Change (CD) party elections.

    Their elections were finalized with the publication of an Electoral Tribunal (TE) bulletin on Monday, November 27. a month after  the voting.

    Ex-president r Ricardo Martinelli – detained in Miami since June 12- who continues to boast of an early return to Panama – where he faces multiple investigations – was elected as the delegate for the corregimiento of San Francisco. Also elected, for the same area, were Marta Linares de Martinelli and her daughter Carolina Martinelli Linares  The Ricardo sons, who have fled the country,  were elected to positions. for the corregimiento of Soná and Tocumen.

    Former ministers José Raúl Mulino, Security; Jaime Ford and Federico Suárez, of Public Works; and Alma Cortes of Labor all facing investigations  were elected to office.

    The election of Suarez, however, is pending revision, according to the TE.

    The deputies Carlos Afú, Noriel Salerno, Marilyn Vallarino, Yanibel Ábrego and.Sergio Gálvez were also elected.

    Gálvez was under investigation for his alleged role in the $46 million dried food scandal, recently shelved by Martinelli appointee, Judge Ayu Prado.

Caja de Ahorros during the government of Ricardo Martinelli (2009-2014) led to two investigations with  common elements: the $10 million loan  granted to the HCP-Contratas-P & V consortium,  which  was building the Amador Convention Center  under a Tourism Authority  contract  granted  by  then director Salomón Salo Shamah,  and the involvement of former Panama vice-president  Felipe Pipo Virzi who. Like a scarlet pimpernel gone astray keeps popping up in corruption cases.

    In the first case, The First Anti-Corruption Prosecutor’s Office is investigating the alleged commission of crimes against the administration, involving the board of directors,  the manager and assistant manager and  Riccardo Francolini, former bank  president and  the ex-directors of HPC-Contratas-P & VTobías Garrido, Jairzon

    On November 30, 2016, prosecutor Tania Sterling asked for the prosecution of 28 people involved and Said that Francolini was the person who took HPC-Contratas-P & V  to the bank to request the line of

    credit to the bank, and, “he served as judge and party”, and also received as a signatory of the companyCorporación Desarrollo Los Andes, S.A., $500,000  from Summer Venture Inc., the first recipient of the disbursement of the line of credit under investigation.

    The hearing of the case was scheduled to take place between March 27 and March 29, 2017, but was delayed by petitions presented by the defense. It was rescheduled for April 10 and  11  and was stalled again by another series of legal actions filed by lawyers of several of the accused, including a writ of habeas corpus, and two safeguards of guarantees presented by Francolini’s defense, who was detained in El Renacer prison.  The date for the new hearing is from January  29 to February 2, 2018.

    The second investigation is a consequence of the first investigation, although this file seeks to determine if there was money laundering. The seventh anti-corruption prosecutor, Leyda Sáenz, asked for the trial of 12 people because she suspects that money from the loan to HPC-Contratas P & V was used to cover a financial gap in Financial Pacific, after embezzlement in the brokerage.

    In a fiscal hearing sent to the Judicial Body on September 27, the prosecutor asked to prosecute West Valdés, Iván Clare, Óscar Rodríguez, Ori Zbeda, Carlos Osorio, Jossue Chávez, Teresa Sánchez and Mariel Rodríguez, from Financial Pacific,  along with  Felipe Virzi, José Virzi López, Alberto Ortega and Bleisy Pineda, who belonged to the now defunct Banco Universal.

    According to the prosecutor, the three phases for the configuration of the crime of money laundering -placement, diversification and integration- were fulfilled. She pointed to Felipe Virzi as the alleged perpetrator of the punishable act with the alleged provision of $7 million from an account of the former vice president of the Republic and another $5.2 million from a management check from Ilkeston Associated Inc.

    “Virzi, maintaining full knowledge of the provenance of the $7, used the  banking system to place  the funds in his personal account, in the Universal Bank, later sending it to Financial Pacific who opened a new account, also in Banco Universal, and deposited  through West Valdés, the sum of $12.2 million ”

    A preliminary hearing date for the case has not yet been established.

    Virzi was recently released from preventive detention, over another case. and is now under country arrest.

    FIVE  HIGH PROFILE  Panamanians named by informers in Brazil and Panama as recipients of bribes have two things in common, they all call the witness statements lies,  and they all had links to a Panamanian company created to channel black funds from the Odebrecht, through the bribery department known as “Box 2”.

    Aeon Group Inc. sent millions of dollars to former ministers of the previous administration, as well as the sons of ex-president Ricardo Martinelli, say the informers.

    Aeon Group Inc is one of dozens of Odebrecht companies formed to keep Panama corruption oiled along with other countries in the area reports La Prensa.

    They are part of a group under the control of Odebrecht Box 2, which sent black funds to Kleinfeld Services, a company linked to conspicuous members of the ruling  Panameñista Party reveals the   La Prensa investigation.

    The partnership which unites several former ministers and the sons of former President Ricardo Martinelli is a  club, whose common denominator was to receive dirty money from the Brazilian group.

    The company  was created in Panama, but the money deposited to the designated persons   by the Odebrecht  bribery department went  to  Switzerland and/or Andorra

    Aeon Group is related, to companies that, in turn, have been linked to the Martinelli sons, Ricardo Alberto and Luis Enrique Martinelli Linares; to former Minister of Public Works Jaime Ford; to ex-finance minister  Frank De Lima; to tawyer Mauricio Cort and other companies investigated by the Public Ministry.

    Versatility
    The Aeon Group paper company, had great versatility when it came to signing multi-million dollar agreements says La Prensa. e.g., the Martinelli Linares brothers’ societies.

    Mengil International Limited,  one of the companies linked to them signed an agreement for the supply of fuel, to the  Aeon Group. But the contract was fictitious and was to justify to he Private Bank of Andorra the arrival of $13.4 million to their accounts in that bank.

    The same happened with Pachira Limited.  The company signed an advisory agreement with Aeon Group, in which the latter would be the client and Pachira the consultant with contract in hand, to justify k the transfer of $16.5 million, In total, the Martinelli brothers received about $30 million from the Aeon Group, for the alleged sale of fuel and for expensive financial advice.

    To allay suspicions, the accounts of both companies were subscribed by people other than the brothers because at that time – as children of a ruler – they were politically exposed persons (PEP).

    There is evidence connecting  Aeon Group with other companies that were intermediaries for black funds from Odebrecht, in Andorra.

    The third agreement signed by Aeon Group was, with Westfall. It was a real estate investment advisory agreement, in which Aeon would be the client and Westfall the adviser. The paper company said it needed advice for the promotion of works valued at $200 million in the  Dominican Republic and Panama, For these “services”, Westfall would receive $4 million.

    According to the whistleblowers, the purpose of the contract was to justify to the bank the transfer of bribes to Ford, who denies linkage.

    There is evidence from local and Brazilian informers, that the Ralfim company is linked to former  Finance Minister Frank De Lima, who would receive $7 million.

    De Lima says they lied to harm his good name and reputation, but an unexpected bonanza knocked on his door immediately after entering the public service in 2009.

    José Luis Saiz Villanueva, confessed to anti-corruption prosecutors: “I received a request from Frank De Lima to receive payments on his behalf. I accepted the request and he told me that André Rabello would contact  me.” Rabello – then head  of Odebrecht Panama- told him that in addition to paying $370,000  to Herzone Overseas Limited,  for his professional services “other payments were going to be included for Frank De Lima.” The first would be $2.5 million and then $2 million more.

    According to a second whistleblower and signatory of the Ralfim Limited account -Olmedo Méndez Tribaldos-  received $3,250,000.  This was the fourth contract signed by Aeon Group in favor of officials and Panamanian entrepreneurs, to be able to receive black funds from Odebrecht without raising suspicions. due to the PEP status of senior officials, it was necessary to use the services of frontmen.

    Aeon Group also sent funds to a company -Cort Business Brokers & Consultors Inc.- managed by local lawyer  Mauricio Cort,   related to several offshore companies under investigation by the Public Ministry.

    Odebrecht’s “Box 2” managed dozens of foreign companies to handle the millions of dollars paid in bribes to political leaders and officials or their families.

    The accounts were managed by financial operators who had a portfolio of societies from which they distributed bribes. on the orders of  The Structured Operations Sector, made transactions according to the instructions of each country manager.

    TIME and Panama’s justice system are on the side of the thieves of over $21 million worth of equipment used to spy on the country’s citizens during the Ricardo Martinelli administration, including opposition politicians, journalists and businessmen.

    The Seventh Criminal Court has denied a request for an extension to the Seventh Anti-Corruption Prosecutor’s Office, to continue with the investigations related to the purchase and whereabouts of the spy equipment Pegasus, acquired from the Israeli company NSO Group for $8 million in the last government.

    A  complaint was lodged in August 2016 by the current Executive Secretary of the National Security Council (CSN), Rolando López. Named in the process are Julio Moltó and Gustavo Pérez, ex-heads of the CSN, are mentioned, reports La Prensa .

    The prosecutor’s investigation revealed that Pegasus worked on the 6th floor of PH Oceania Business Plaza Torre 3000, property whose owner was the company Oceania T3000 linked to Gabriel Btesh who has fled the country

    The machine stopped working on May 16, 2014 – 12 days after the presidential election. Pegasus could penetrate cell phones and computers, and pick up conversations, photos and traffic on the internet.

    In addition to Pegasus, the  Martinell government bought in 2010, through the extinct Social Investment Fund, a spy machine from M.L.M. Protection for $13.4 million.

    In addition, from January 2011 and until 2012 payments were made to the Italian Hacking Team, dedicated to espionage. All the equipment is missing.

    Martinelli is being held in detention in the United States pending his extradition.

    A 10-YEAR-OLD  Panamanian boy, José María Varela participating  in the 7.8-mile Taboga Challenge rowing race from Veracruz to Taboga, completed the journey on a paddle board in two-and-a-half hours, on Saturday, November 25.

    He returned to Veracruz by boat.

    Jose, a grade four student, was the only child to compete in the event which included any rowing discipline and was organized by the Panama SUB Company in aid of Casa Esperanza and Jesús Luz de Oportunidades.

    Sweet first  flight from new Colon airport

    THE FIRST  commercial flight from the $58 million  Enrique A. Jiménez Airport took place on Friday, November 24, four years after its trumpeted inauguration by the Martinelli administration.

    A Caribbean Air Transport Company (Taeca), plane carrying five tons of chocolate took off for  San Andrés, Colombia. Taeca received its certification by the Civil Aeronautics Authority (AAC) on November 16  and is the only company established at the airport.

    Javier Rey, the manager of Taeca, said that the company will initially operate two daily flights to Medellín, San José, Barranquilla and San Andrés, and other destinations that have been agreed in Central America and the Caribbean.

    ETHIOPIAN  runner  Hunde Gezahegn,34, was first to cross the finishing line in the 41st Panama Marathon on Sunday, November 26 in 2 hours, 23 minutes and 25 seconds.

    His compatriot Luka Chelino, arrived one minute later followed by Cuban Richer Pérez (2h, 26m, 18s) and Panamanian  Saturnino Camacho, (2h, 31m, 23s). Camacho’s time was close to the local record set by Agustín Morán (2h, 30m).

    Venezuelan Magaly García dominated the women’ event with a time of 2h, 52m, 56s.

    Second place went to Agudelo Palmenia (2h, 56m, 28s) and Lucía Reyes (3h, 08m, 24s).

    Garcia, 28, who aims to participate in the Tokyo 2020 Olympic Games, spent three months in Panama preparing for the event.

    Hundreds of runners participated on the route from the  Miramar  Intercontinental to via Israel, Panama Viejo, Costa del Este and back. The departure and the finish were located in the hotel parking lots.

    PANAMAS Chamber of Commerce, Industries and Agriculture (CCIAP) has given a qualified endorsement to the recent signing of 19 agreements with China.

    The chamber describes the signing as positive but added that “Panama must introduce adjustments important to achieve the agreed benefits. “This, since it  deals with a terrain in which one must work with more responsibility than with simple enthusiastic optimism, ”

    The approach of the business body  arises  because  in the past  Panama has obtained very limited benefits from similar treaties in regard  to the export of goods, and  productive sectors such as agriculture and livestock and industrial”. have been marginalized  during various administrations,

    The Chamber said Sunday, Nov 26, that, as long as this prevails, “our export offer will not generate the resources that can be expected from this opportunity. ”

    THE  SECOND  Criminal Superior Court  has thrown out an appeal  by the former secretary of ex-president Martinelli against a lower court ruling that his fundamental rights had had not been violated.

    Adolfo Chichi De Obarrio who has been dubbed “the messenger boy” for his role in personally delivering orders  from Martinelli in cases now dubbed Corruption is a fugitive who fled Panama with his wife on Christmas Day 2014 is facing charges of unjustified  enrichment

    In a ruling of October 27, the court upheld the decision of the twelfth  criminal judge Óscar Carrasquilla, who denied in the first instance the request by the defense of the ex-secretary.  Gilberto Pérez, De Obarrio’s lawyer, alleged that his client had his fundamental  rights violated as, according to him, the process was initiated without summary evidence that would generate evidence of the commission of a crime. The court rejected this argument, stating that the Public Ministry provided evidence such as checks, deposit reports and the audit of the Comptroller General according to which De Obarrio did not submit his patrimonial declaration, as befits officials.

    The audit specified that De Obarrio obtained revenues of $3 million that could not be justified.

    COPA Airlines it reached a direct agreement with the union representing  ground workers of the airline,  less than a day after the Ministry of Labor and Labor Development of Panama (Mitradel)  had declared mandatory arbitration. ” The new collective agreement between Copa and the National Trade Union of Aviation and related  Workers (SIELAS) governs the period 2017-2021.

    The airline said that its “willingness to sign a direct agreement, instead of arbitration, is an act of good faith that sought to guarantee the best benefits for staff and make the increases effective before the end of the year.”

    “Likewise, with this agreement, we can continue to focus on keeping Copa Airlines as a solid and stable company for all our employees and continue contributing in an important way to the welfare and development of the country,” the company said.

    The law says the prosecutor [Ayú Prado]  “will arrange the file if he considers that the act does not constitute a crime, dismissing the complaint or actions. … the  decision will be reviewed by the judge of guarantees -in this case,  Jerónimo Mejía- if the victim requests it.”  So far   It is not known if there will be a review

    Sources of the Public Ministry (MP) explained that the Court would have to ask the Comptroller General for more information about the accounts and money managed by the former National Assistance Program (PAN)  for the purchase of grain and determine if there is a possibility of reopening the investigation. However, documents provided by the Judicial Body indicate that since 2016, there was little diligence in the process.

    The case was admitted by the plenary of the CSJ on  September 17,  2015 The MP forwarded copies of the investigation to the CSJ, after the statement made in January 2015 by former PAN director Rafael Guardia Jaén, who said he awarded the contracts for the purchase of grains on  the instructions of Adolfo Chichi De Obarrio, secretary of then president Ricardo Martinelli, and now a fugitive.

    Guardia Jaén revealed that when they passed the phone, Martinelli told him: “Do everything I told Chichi, to tell you.”

    The source added that they also sent copies of the process to the CSJ when the names of Deputies Gálvez and García since it is the role of the CSJ to investigate the deputies.

    On September 17, 2016, the case was admitted by the plenary session and Ayú Prado was designated as prosecutor.  On that date, the Judiciary said  that one of the aspects taken into account by the  CSJ to initiate the investigation of Martinelli was the fact that Rafael Guardia Jaén stated that contracts for the sale of grain to companies were  managed by  then [Martinelli owned]Super 99 purchasing director, Roberto Brin, because the rice was provided by Mario Martinelli, brother of the former president.

    Another of the statements used as a basis to initiate the investigation was the statement made by Pablo Ruiz Obregón, representative of the company Hialing Corporation, who narrated that Mario Martinelli was the capital partner of that company, who had also sold rice, vegetables and school bags to PAN.

    In addition, the full CSJ referred to a financial report, which said that checks for considerable amount were written by  Hialing Corporation, in favor of Mario Martinelli, Roberto Brin and José Domingo Mimito Arias, who would later be Presidential candidate for Democratic Change in the 2014 campaign.

    In the case of Deputy García, the businesswoman Mara del Carmen Vergara, from Suplidora Edimar, S.A., declared that it gave a percentage of the money charged to the deputies and Guardia Jaén affirmed that Gálvez requested the direct purchase of sacks of rice for his circuit through t contracts with Constructora Botsa.

    THE FUTURE of the Panama Canal in the face of accelerating climate change may depend on innovative green initiatives including floating solar panels.

    A solar project has a minimum life of 25 years, which means that the strip of land where the solar panels are installed will be unusable for anything else  all that time ” the administrator of Energy Efficiency of the waterway, Urho Gonzal, told Acan-Efe.

    In addition, he said,  the installation of solar parks often involves logging, a practice that would endanger the watershed of the canal, where water is stored for the operations of the interoceanic route itself but also for the supply of the Panamanian capital.

    “There is no point in devastating trees to construct a solar plant. in the canal we have plenty of lakes and, the efficiency of the solar panels is higher when they are on the water,” adds canal electrical engineer Lucas Rojas.

    According to different studies, photovoltaic panels can produce up to 20% more energy if placed on water because it does not accumulate heat, unlike the earth. “There is no project like this in countries with a tropical climate, although they are very fashionable in Asian countries and in Europe, we could say that we are pioneers in Latin America,” says Rojas.

    In June China inaugurated the largest floating solar park in the world, which has a power of up to 30 megawatts and is capable of supplying electricity to some 15,000 homes running at full capacity.

    The Panama project directed by Gonzal and Rojas is much more modest, but it is an important advance in the green strategy of the channel. It consists of 96 solar panels located in a semi-closed recess of Gatun Lake and close to the Miraflores locks, on the Pacific side of the canal.

    At the moment, only 88 plates have been connected, generating 22 kilowatts and supplying a small workshop where some of the tugs that help large vessels to navigate the canal are repaired.

    The engineers are working on a larger project, which must pass the approval of the board of directors and consists of the construction of a 10-hectare plant in this same area of the lake, which generates 10 megawatts and which, instead of supplying energy to the small workshop, connect directly to the network of the channel itself.

    “Our goal is that the future park will be able to supply 50% of the energy needed by the channel to maintain its operations during the peak hours of the sun,” says Gonzal.

    “The potential of Gatun Lake is immense,” says his companion. Engineers were especially concerned that photovoltaic panels would rob oxygen of the lake and damage the rich ecosystem of the canal. but they have realized that the opposite is true: the panels prevent certain species of hydrophyte plants  from growing like the G water lily, which do harm the oxygenation of the water.”

    The Panama Canal, built by the United States at the beginning of the 19th century and transferred to Panama on December 31, 1999, is considered one of the greatest works of modern engineering. It unites more than 1,700 ports in 160 different countries and allows the passage of 6% of world trade and the revenue from the passage of vessels is a major contributor to the Panama economy.

    Nine years ago, a trove of intricate gold artifacts were uncovered at a little-known archaeological site in Panama. The treasures dating from over 1,000 years ago included gold beads, strange ceramic pots, and chest plates engraved with delicate designs in forms such as a squid and human face.

    But since their discovery by archaeologist Julia Mayo in 2008, those artifacts have also sat in bank vaults and preservation offices in Panama City, leaving the country's little-known archaeological heritage an unintentionally well-guarded secret because the country has no archaeological museum.

    Despite Panama's growing commerce and tourism industry, visitors have little opportunity to find out about the country's rich past.

    That has left dozens of the startlingly beautiful pieces largely hidden from public view, even as the number of visitors flocking to see the country's skyscraper-studded capital and massive interoceanic canal has more than doubled from 1.1 million in 2011 to 2.6 million in 2016.

    The artifacts, which were found in extensive graves at the Necropolis of El Cano, a site 115 miles (185 kilometers) west of Panama City, include jewelry and decorative objects interred in rich burial offerings.

    The tombs, some containing remains of as many as 42 people, were constructed between 700 and 1020 AD by a largely unknown people in an archaeological region known as Gran Cocle.

    As experts have worked to understand their cultural significance, however, they have also begun to turn their attention to establishing a permanent home for them.

    Officials are working to remodel a now-closed archaeological museum in downtown Panama City and to open a site at the ruins to put the artifacts on display.

    Panama City's Reina Torres de Arauz Museum was closed five years ago and is awaiting repairs, but is expected to be reopened in 2019.

    Orlando Hernandez, museum coordinator for the National Culture Institute, said the country's museums have long been in decline.

    "The public is seeing the imperative necessity for Panama to have some museums that reflect the economic development that we have, but it is an old problem for almost 40 years and we can't fix it one day to the next," he said.

    Panama is currently the only Central American country without such a museum.

    As a temporary fix in the meantime, officials hope to spruce up a small museum at the excavation site that could be used to display some of the discoveries.

    Between 2015 and 2016 the import value of wine coming into Panama increased from $20 million in 2015 to $21 million in 2016. 

    Between 2015 and 2016 the value imported from Spain went up by 14%, going from $4 million to $5 million, and from Argentina it grew by 18%, increasing from $0.7 million to $1 million.

    Spain is the home market for imports that has grown the most in the last 5 years. In 2012 it represented 5% of the total import value, and last year the figure reached 24%.

    THERE  WAS swift reaction to the report that Supreme Court Judge José Ayú Prado, acting as prosecutor, filed  a corruption investigation against  the man who appointed him, ex-president Ricardo Martinelli and two deputies of the party he founded and rules, Cambio Democratic (CD)

    Off the hook with Martinelli in investigations related to contracts for the purchase of grains through the extinct National Assistance Program (PAN) are Sergio Chello Gálvez and Vidal García.

    Ayú Prado alleged that so far they have not been able to gather “elements of conviction suitable to accredit a fact with punishable appearance. ”

    Attorney Gilma Camargo, from the Center for Strategic Studies, said that for a long time the justice system has not been working. “What Panamanian people have to do is look for a way to go to international forums to find ways to blame the State for the violations, and for the corruption (…) “.

    Juan Carlos Araúz, former vice president of the National Bar Association, said that “the time has come for the Assembly to submit [a proposal] for the derogatory of special judgments, for the existence of rules different from those of the  common citizen which has been the model that has caused too much damage to the institutions “.

    “The investigation is not a conviction, it is an opportunity to strengthen the state.  (…) I would ask the President of the Republic to leave a legacy in matters of the administration of justice: propose the elimination of special judgments. ”

    PRD leader Balbina Herrera warns that it seems that in this country there are two types of justice. “One for the one who has resources and another for the unfortunate one who has nothing.

    A SUPREME COURT  draft decision that said the two sons of ex-president Ricardo Martinelli had their constitutional rights violated  when  the Special Anti-Corruption Prosecutor’s Office asked banks for information about their bank accounts, has gone back to the drawing board,

    Ricardo Alberto and Luis Enrique Martinelli Linares are under investigation for receiving bribes from Odebrecht.

    Judicial Branch sources told La Prensa that  Judge Efran Tello, acting as substitute for Ángela Russo, stated in the draft  ruling that the Martinelli brothers  had their l rights violated because According to Tello, the prosecutor’s request “was not specific.”

    However, magistrates Harry Díaz, Abel Zamorano and Oydén Ortega disagreed.  In principle, magistrate Luis Ramón Fábrega endorsed Tello’s arguments, but in the end, voted against.

    The appeal is now in the hands of Díaz, who must present a new draft.

    The prosecutor’s office is investigating the brothers for  money laundering because they allegedly received bribes from Odebrecht through banks in Switzerland.

    The prosecutor justified that the information requested from the banks was “to verify the possible

    commission of criminal offenses against the economic order, specifically the crime of money laundering of capital, so it is appropriate to perform the diligence that allows demonstrating or not showing the national banking system  has been used to launder capital proceeds of crime and” and   argued that one of the “most important ways for the verification of this criminal type

    are the bank records in which  the defendants could keep, resources that help

    confirm the facts that are investigated or simply discard them “.

    Tello accepted the reasoning of lawyer Luis Eduardo Camacho Jr., who argued that the information requested by the prosecutor Tania Sterling was a fishing expedition since it was addressed to all accounts and banking movements of the Martinelli Linares.

    In a region which for many years has specialized in serving North American tourists and more recently Europeans, preparing to provide the attention demanded by tourists from China will be a challenge, according to the Panamanian tourism entrepreneurs themselves.

    The fact that Panama is becoming a hub for air connections with the Asian region does not mean that the tourism industry is prepared to receive the type of tourist which has characteristics that are very different from the tourists that Panama and Central America are used to receiving.

    Prensa.com reports that "...According to representatives from travel agencies in Panama, Chinese tourists are still discovering Asian countries and are venturing into European countries such as France and Italy, but attracted by luxury brands. According to official data, 54% of Chinese, who visit the French capital more than British and Americans, intend to go back to Paris within two years, compared to 71% of other nationalities."

    Panama reaffirms its leadership in merchant marine matters by receiving the status of "Most Favored Nation", with which vessels under their registry will receive benefits in port tariffs and preferential treatment in ports in the People's Republic of China.

    This was stated in the maritime cooperation agreement signed within the framework of the first official visit by President Juan Carlos Varela, after the establishment of diplomatic relations with China on June 13.  Both countries signed another 18 agreements related to financial, commercial, logistics and cooperation matters.

    Panamaamerica.com.pa reports that "...According to the president of the National Association of Cattle Ranchers (Anagan), Aquiles Acevedo, the aim of the visit is to look for new alternatives for exporting bovine meat. Acevedo explained that the Anagan will invest in livestock and raw materials, while the Chinese will provide the marketing, which is another way to export meat."

    The idea of livestock producers, who will visit China along with authorities from the Ministry of Agricultural Development (MIDA), is to create an alliance in which they invest in raw materials and livestock, and counterparts in China will develop the market. Acevedo indicated that "... one of those alternatives is the construction of a slaughterhouse under a 'Joint Venture' scheme.

    At the beginning of October, the National Civil Protection System 
    recommended suspending permits for new real estate projects in San Miguelito and Panama, until the real impact that urban growth has had on the area was determined. 

    "... The mayor of San Miguelito Gerald Cumberbatch, had already made the decision to suspend construction permits in those communities, and said that its administration should take place in an orderly manner that does not cause harm to the private sector or to any home."
