    The board of directors of the Vidatec and Cordón de Vida laboratories trying to distance themselves from the illegal vaccination scandal has fired its general manager.

    President Cortizo, questioned the authenticity of the vaccine applied at Coco del Mar Suites, by Vidatec and Cordón de Vida staff for $200 per person. Supposedly they apply the dose of Pfizer, whose sale is prohibited and is only acquired and supplied (free) by the Ministry of Health (Minsa).

    "I do not know if those doses are real, but  we are going to know," warned the president during the act of delivery of the order to proceed with the construction of highways.

    The president asked the population to be vaccinated only in places approved by the health authorities.

    The Vidatec and Cordón de Vida board of directors ordered the separation of its manager Denisse Vega de Murzi on Tuesday, the same day that La Prensa published that personnel from these laboratories are applying anticovid vaccines (presumably from Pfizer) in a location in the Coco del Mar Suites, owned by Vega de Murzi.

    "This surprised us and internally we proceeded to suspend it, in addition to being available to collaborate with whatever is necessary with the Public Ministry," Alberto Alemán Zubieta, president and director of Laboratorios Vidatec, SA told La Prensa.

    Vega is the manager of both laboratories, where about 150 people work. In addition, she is on the Vidatec board of directors, as secretary. Her mother and husband are also on the board of directors, according to information from the Public Registry.

    Alemán Zubieta said that inside the company they are investigating who were those who were vaccinated, but clarified that the premises in Coco del Mar Suites are not owned by the laboratories. The directors of the companies proceeded to appoint a new manager after the separation of Vega.

    As La Prensa was able to verify, personnel from the Vidatec and Cordón de Vida companies were present at the vaccination site in Coco del Mar, as was Vega, who appears in the directives of both companies and who confirmed that the building where the clandestine vaccination was taking vaccination is her property.

    The board of directors also issued a statement, which says that "they do not form or have authorized any of our companies to carry out vaccination activities against Covid-19 ."

    According to this statement, the board of directors had no knowledge of the operation of this anticovid vaccination center, where alleged doses of Pfizer were applied to 17 people, on Monday, June 7.

    The Public Ministry and units of the National Police carried out raids on Tuesday, June 8 in the Coco Del Mar Suites building as part of an investigation for illegal Covid-19 vaccinations sparked by a La Prensa investigation.

    They also raided the Vidatec clinical laboratory, on Calle 64, in the San Francisco district.

    Earlier in the day President Cortizo reacted to illegal vaccination calling those who participated in the activity 'stupid and gross' who could be victims of a scam

    The Vidatec and Cordón de Vida Specialized Clinical Laboratories issued a statement amid the scandal that surrounds them. They assure that " they are not part of nor have they authorized any of their companies to carry out vaccination activities against covid-19 ."

    The Minister of Health, Luis Francisco Sucre, went to the Public Ministry (MP) to file a complaint for the unauthorized vaccination.

    According to Sucre, the Ministry does not know where the Pfizer vaccines come from that are applied - clandestinely - at the Coco del Mar Suites building, attended by personnel in Vidatec and Cordón de Vida uniforms. The director of the metropolitan region of Health, Israel Cedeño, even questioned that the vaccines are, in fact, from Pfizer.

    Currently, the sale of anti-covid vaccines is prohibited. Pharmaceutical houses sell the product only to governments, not to private companies. In Panama, the vaccination is carried out directly by the Minsa, at no cost.

    La Prensa report stated that Coco del Mar Suites charged up to $200 for the Pfizer vaccine. Only last Monday, June 7, at least 17 people went to the facilities to get vaccinated.

    The National Institute of Professional Training and Training for Human Development (Inadeh) announced that this year it will expand the offer of courses in the area of language training, starting with teaching courses in Mandarin and Portuguese.

    The Institutional Quality Index 2021 of the Liberal Network of Latin America prepared by Martín Krause, professor of Economics at the University of Buenos Aires, reveals that Panama appears to be competitive in the field of market institutions, driven by the use of the dollar, economic openness, the banking center, etc. Taking into account only these factors, Panama ranks fifth on the continent, behind the United States, Canada, Chile, and Peru. But on the political level, its regional position falls to position 19. This poor result is the product of the weakness of our justice institutions, the rampant perception of corruption, and the lack of commitment of our leaders to be accountable. This places the country in positions of shame.     The Metropolitan Archbishop José Domingo Ulloa reacted on Sunday to the concern expressed by various Catholic entities over actions that threaten to turn Panama into a “mining country” and called for a mortarium on mining.

    "The Pope has already told us: 'the exports of some raw materials to satisfy the markets in the industrialized north have produced local damages, such as contamination with mercury in gold mining or with sulfur dioxide in copper mining.' We are poisoning the common house and before this, the Church cannot remain silent ”, said Ulloa.

    The Archbishop proposed the opening of a space for broad and authentic dialogue that involves all stakeholders, in addition to not ruling out a total mining moratorium as a result of the process and that the Ministry of Commerce and Industries (MICI) suspend the new concession of 25 thousand hectares until the dialogue ends.

    "Today more than ever we must be united to take care of our Common Home, it is the only inheritance that we can leave to our children, a country where each of the citizens protects our land, water, and forests," said the archbishop, referring to the June 5 World Environment Day.

    Recently, a group of environmental organizations has made known their opposition to the measures of the MICI to “promote” open-pit metal mining in the country.

    The demands of environmental groups arise after it became known on May 15 that the MICI added more than 25,000 hectares of land in Colón and Coclé to the mining concession regime. Specifically, an area of 24,954 hectares between the districts of Donoso (Colón) and La Pintada (Coclé), and another of 644.9 hectares in the districts of Donoso and Omar Torrijos (Coclé).

    The defense of Ricardo Martinelli has tried to end the prosecution process against his client, in the case of the punctures, [wiretaps] making use of the formalities of the law, in this case, the prescription. It is obvious that he is within his rights, but a decision based on that reason will never clear the doubts about the accusations and suspicions that weigh on him in the illegal espionage of dozens and dozens of people, many of them, his enemies and political and commercial rivals, journalists, officials, and even close collaborators. The suspicions were fed by the accused himself, who never ceased to boast of having a file on everyone, especially his critics or adversaries. For someone who claims and vociferates his innocence, a disservice is done if these accusations are not dismissed in a public trial.     The National Civil Protection System (Sinaproc) forecasts rains with electrical storms and moderate to strong winds from June 5 to 7  on the Pacific coast with the most significant rainy events registered on Monday, June 7 /The Directorate of Hydrometeorology of the Electric Transmission Company, SA (Etesa) in a "Warning of Vigilance", reported that the flow of winds in the region will help reduce the presence of abundant storms.

    Two deaths bring Colombia protest total to at least 61

    At least two civilians were killed and a policeman was shot in the leg during a confrontation between the security forces and protesters in the city of Cali, the epicenter of the social outbreak that left at least 61 dead in more than a month of protests in Colombia.

    According to authorities, the incident occurred on Friday night, when a group of policemen was attacked with firearms by people who tried to block one of the accesses to the third city in the country.

    "A police officer was wounded and they proceeded to repel the attack and at dawn, they confirmed the death of two citizens there," reported Cali police commander, General Juan León.

    Videos posted on social media show civilians crouching while gunfire erupts.

    The confrontation took place in an area known as Paso del Comercio, where protesters have held a blockade since April 28, when crowds took to the streets to protest against a now-withdrawn bill to raise taxes on the middle class.

    What began with a protest against taxes ended in a movement that demands police reform and a more supportive state to deal with the economic ravages of the pandemic, which this week broke records for deaths and infections.

    On Friday morning authorities opened the way on this road, but during the day the protesters returned to retake the blockade.

    With these deaths, the total number of fatalities during the protests reaches 61 (59 of them civilians), according to a count carried out by AFP from official sources. 

    Human Rights Watch claims to have “credible complaints” about 67 deaths that have occurred since the protests began.

    In the Odebrecht case, those who pay or have paid for their criminal behavior are the sardines and the odd fish. But the white sharks continue to frolic, happy as if they know something that we do not know ... but that we suspect. At some silly moment in my life, I had the hope that Odebrecht could be the lesson of our political class. The facts prove the opposite. They are more concerned about getting a ballot for being badly parked than about receiving a conviction for stealing millions.

    Going into that case, one can see with absolute clarity and certainty that there is enough evidence for a good number of people to be convicted. And some more than others, because they did not know how to cover themselves well. But there are those who acted as if Panama were the garden of their crops. And still, this week I could see how, despite this, there are people asking that some of them return to the country. I am sure that everything, absolutely everything that is against him, is useless against the power of a few thousand dollars in the market of consciences.

    And this government. There is no doubt that he has learned from the teacher he taught over there in the 1990s. Before, his politicians worked two to three years, and the last two years of the presidential term were spent raising the money they would need for when they lost the elections. That is history. Now they steal from before coming to power. From a neighborhood house to an apartment of millions; from being a middle-class professional to an affluent politician.

    I once read of a businessman who paid bribes for works that the government gave him that he was not going to reach out, that he had never had a need to offer anything before. Until one time he won a fair bid, and the politicians asked him for money.

     So one wonders, why does a company that genuinely won a public act have to pay bribes? The answer lies in the bureaucracy. There are fees for the order to proceed; addenda; meetings with the person in charge of the work; for shortening control procedures; for the release of payments; for lobbyists, intermediaries, inspectors, and even the well-groomed.

    For this reason, to a work that in the public sector costs $4 million net, surely we must add the cost of satisfying the voracity of officials who are in line waiting to receive their share of the pie. Then, that work is costing $6 million, which is also enough to subcontract to a third party that is in charge of dealing with the happy project.

    And that's what Odebrecht did. He just waited - and not long - until there was a knock on his door. It is the ancestral Panamanian way of doing business in the State. And that hasn't changed one iota. That is the truth, pure and painful. I swear by the Gordito del Zodiaco award, by the PPC concession, by the Molejón gold, by the NG Power plant and by the two Covid hospitals  - Rolando Rodriguez, LA PRENSA, Jun. 5.

    Court unanimously rejects Martinelli appeal

    In a unanimous decision, the three judges of the Superior Appeals Court rejected an appeal by the Defense team of Ricardo Martinelli in a last-gasp attempt to avoid a retrial of the illegal wiretapping case set for June 22.

    The decisions were based on the fact that they reminded the defense of the ex-president that the matter of the imputation in the case was already dealt with in a ruling of the Supreme Court of December 7, 2018.

    The Supreme Court ruled that everything done in the intermediate phase of this process, known as the punctures, was valid.

    This means that the trial scheduled for June 22 remains.

    The Superior Court of Appeals made up of magistrates Miriam Jaén, Gladys Moreno, and Adrián Hernández, decreed a recess until 4:00 pm Friday, June 4, to resolve an appeal presented by the defense of former President Ricardo Martinelli, accused in the case punctures.

    The defense requested in its appeal that a ruling by a guarantee judge who did not accept a request for prescription of the criminal action, in this case, be rejected.

    During the hearing, which began at 8:30 am, the prosecutor Alexis Medina and the plaintiff lawyers Yovan Jaramillo, Carlos Herrera Morán, David Cuevas, Rosendo Rivera and Carlos Herrera Delegado participated. The defense was in charge of Alma Cortés.

    During the hearing, which was held virtually, Cortés argued that the criminal action is already prescribed, because the facts investigated date back to 2012 and 2014.

    The Oasis operation, led by the Drug Prosecutor's Office together with National Police over, two years, uncovered a network that used police, the accusatory criminal system (SPA) and lawyers, among others, to move drugs from Colombia.

    The operation culminated in 28 raids in Panama,Panama Oeste, Cocle, and Chiriqui.

    Panama’s attorney in charge, Javier Caraballo, did not rule out that in the next few days they will capture more people linked to the group. For now, 25 people, 24 vehicles and cash are in the hands of the authorities.

    According to the investigations, the organization was the logistical support of Colombian drug cartels, helping them to introduce cocaine shipments along the coasts of Darién and Chepo, and then take it in double-bottomed cars to Central America.

    Sources linked to the investigation  said that the leader of the network was a Nicaraguan citizen murdered in July 2020.

    However, the group continued to operate under the command of Panamanians and foreigners who coordinated the arrival of cocaine shipments by sea.

    According to Caraballo, the officials of the Police, the SPA and the lawyers were in charge of facilitating the movement of the drugs, giving their activities a legitimate cover. In the case of a detained police captain, he is credited with using his rank to facilitate the passage of vehicles with drugs through the checkpoints installed as a result of the Covid-19 pandemic.

    The Drug Prosecutor's Office analyzes including the charge of money laundering against some of those investigated, as they used companies to legitimize dirty money.

    Panama has awarded contracts to Odebrecht for years, valued at billions of dollars. And during that time, all controls either failed or officials deliberately caused them to fail. This is how this company - and surely many more, local and international - extract billions more to pay bribes or increase their profits, a custom of our politicians and businessmen who, contrary to what one would think, do not lecture because our justice is null and, therefore, corruption is as rampant as ever. Panama is a rich country, but the voracity of these people is unlimited, it is infinite, and sooner or later we will see the consequences of our indifference to so much theft and impunity. What will be the biggest corruption scandal in our history? Who will pay for the damage dirty money does to our justice system? Where will the country end up once its wealth has been eaten up by every political party that rises to power?     Commission to Name Supreme Court Judges Installed

    The Special Evaluation Commission of the State Pact for Justice - which will evaluate candidates for magistrates of the Supreme Court of Justice (CSJ) was installed on Thursday, June 3.

    Protected witness reveals Martinelli AKA “Águia”

    At the beginning of June 2017, La Prensa published, for the first time, a nickname that at that time lacked a face. The nickname appeared on the bribery sheets paid by Odebrecht's Structured Operations Sector. The alias was “Águia”, which in Portuguese means Eagle, but which also has other definitions: leader, boss, ruler and scoundrel.

    For years, reports La Prensa there was speculation about the identity of 'Águia', although the fingers of the majority pointed almost always in the same direction.

    As a security policy, the Structured Operations Sector, to prevent the true identity of its operators and bribes from being known and disclosed, identified them with nicknames.

    The Special Anti-Corruption Prosecutor's Office received a document on September 25, 2020, that contained information provided by a protected witness, identified as FEA-0001-2020, within another investigation carried out by that Prosecutor's Office. In Águia's case, the report uncovered his face: Ricardo Martinelli Berrocal.

    This would suggest that Martinelli -alias Águia- was receiving millions for years, sent by the Structured Operations Sector, money that was extracted from public works that his government awarded to Odebrecht.

    or example: on October 9, 2014, Odebrecht ordered two payments. In the first column appeared the initials DS, which corresponds to the applicant (the Superintendent Director, position that André Rabello held in Panama). Another column identified the works, and in this one appeared “costeira tape” and “costeira tape 3”. And in the alias column, “Águia” appeared, with payments of $100,000 and $400,000.

    A month before, another payment was made to Águia, of $500 000, linked to "Cinta Costera 3".

    That is, in just one month and three payments, Águia -or Martinelli- would have received $1 million. In August, September and December 2013, Águia received other payments: $282,000, $250 000 and $500,000, respectively. Total: $1 million 32 thousand. The funds were taken from the project that Odebrecht called the “Corredor Colón”, probably referring to the Madden-Colón highway.

    Nicknames for security

    When Marcelo Odebrecht created the Structured Operations Sector, he adopted as a security measure that no one knew the names of the bribes or the financial operators. To avoid this, he decided that everyone should receive a nickname with which they would identify

    But “Águia” has older mentions. The payments seem to have started in 2009. “Águia” appears in instructions related to Panama and received by the external operator alias “Gigo” (Olivio Rodrigues Junior, who managed the Constructora Internacional del Sur account in Panama, SA, destined to the payment of bribes.

    The Special Anti-Corruption Prosecutor's Office collected another eight payments that the Structured Operations Sector made to Águia in 2010, 2011 and 2014, which totaled $3.2 million.     The lawyers of Luis Enrique Martinelli Linares, detained for 11 months in Guatemala, presented three appeals, in an attempt to prevent his extradition to the United States, where he is wanted to face trial in New York for crimes related to money laundering.

    The appeals must now be resolved by the First Chamber of the Court of Appeals of Guatemala.

    In the past, the Court of Appeals denied a challenge to the defense against the Fifth Court judges. The lawyer Denis Cuesy alleged in that action that the judges had issued opinions, without knowing the response of the Central American Parliament (Parlacen) , on the alleged prerogatives that his client would have. The Court has also rejected Cuesy's arguments regarding alleged violations of the bilateral extradition treaty between the United States and Guatemala.

    Since his capture, on July 6, at the La Aurora airport in Guatemala City, the defense of Luis Enrique and his brother Ricardo Alberto Martinelli Linares (also detained in that operation) has been that both are diplomats and alternate deputies of the Parlacen. The regional body has recognized that the two sons of former President Ricardo Martinelli were elected in May 2019, but they have never been sworn in or have served as such.

    Although the disbursement of the payment of the Gordito Zodiac $1.4 million jackpot for the month of April has been authorized, there are still Investigations underway says Jorge Luis Quijada  Director of Inspection of the Office of the Comptroller General.

    He explained that the investigation that concluded is related to the payment or non-payment of the jackpot, which arises from the instruction of the comptroller Gerardo Solís, who requested the suspension of the disbursement.

    On Wednesday, June 2 Quijada confirmed that there are other investigations related to the National CharityLottery (LNB), which have not concluded.

    An investigation is still open in the Public Ministry (MP) for the alleged commission of the crime of embezzlement, abuse of authority, and corruption of public officials.

    What continues is an audit process of the computer systems and the process of returns of chances and tickets of the LNB.

    Former president Ricardo Martinelli continues to mock Panamanians. He has never had the slightest qualm and does whatever it takes because he believes he is unpunishable powerful and defended by a legion of lawyers, sheep, and officials who are capable of anything for a few coins.

    Therefore, it is shocking to see him on social media saying that he has several affected vertebrae within days of facing trial.

    This same character jumped and partied in the middle of the covid-19 pandemic.

    Justice has yet another opportunity to locate Martinelli and demand answers to each of his accusations so that no president or former president will ever again pretend to make fun of Panamanians.

    Energy: Mega-Project Announced in Panama

    Local authorities announced plans to build in the province of Colon the Gatun Generating Station, an energy complex that will operate with liquefied natural gas and will require a $1,000 million investment.

    The morning of June 1, President Laurentino Cortizo Cohen explained that this project will require a foreign investment from Group Energy Gas Panama, a consortium formed by InterEnergy Group and AES Panama.

    According to Cortizo, the State will hold 25% of the shares in this asset, while InterEnergy Group and AES Panama will hold 51% and 24%, respectively.

    Although the Government of Panama will not provide financial resources for the development of this energy project, it will have a shareholding, the President explained.

    According to CentralAmericaData, during 2020, seven EIAs were submitted in Panama to develop energy projects, which together amount to an investment of approximately $31 million. The most important project, according to the amount invested, consists of the construction of a liquefied natural gas truck loading station at the Costa Norte LNG Thermoelectric Power Plant.
