On Sept. 5, VivaColombia, a low-cost airline, will begin flights between Panama and Cali, its third route between the two countries. It already offers flights to Medellin and Bogota. The company began operations in Panama in August 2014 and expects to have three weekly flights to the new destination. It flies out of the former Howard Air Force Base.
