  3. Humanitarian Flights Require Approval by the Government of Panama The Embassy is aware that United airlines is offering tickets for a flight on May 27. The Embassy has received no indication that this flight has been approved by the Panamanian government. We will continue to notify U.S. citizens in Panama of all approved humanitarian flights as soon as those flights have been scheduled and approved. For now, the only approved, upcoming humanitarian flight is the May 19 flight with Spirit Airlines from Panama City, Panama (PTY) to Ft. Lauderdale, FL, USA (FLL). This flight is full, but we encourage U.S. citizens interested in immediate repatriation to closely monitor Spirit’s website (www.Spirit.com) for any openings due to cancelations.   4. 2 simple steps for U.S. citizens overseas to vote from anywhere Living across the pond? Working outside the states? No matter where you are, you can vote. If you’re a U.S. citizen living abroad, you can have your absentee ballots sent to you this election year. Here’s how: 1. Register to vote and request your ballot. Fill out the Federal Post Card Application (FPCA) and send it to your election office by August 1 (or later depending on your state) for the General Election on November 3, 2020. Find your state deadlines, election office’s contact and other helpful information at FVAP.gov. Your voting residence (the U.S. state or territory where you are registering to vote) is likely your legal residence or the U.S. address where you last resided. Here’s how to determine your voting residence. Using the FPCA ensures that your state will send your ballot to you at least 45 days before the election — a protection not guaranteed when using other forms. It’s a good idea to send in a new FPCA every January and each time you move. 2. Fill out and send in your ballot when it arrives. For the general election, you should receive your ballot by early October. Vote and send back your ballot as soon as you receive it. The recommended vote-by date is October 13, 2020 if you are outside the U.S. If you requested your ballot but haven’t received it, contact your election office to ask about the status of your ballot request. If there isn’t enough time to receive and send back your ballot before the election, use the Federal Write-In Absentee Ballot (FWAB). It works like a backup ballot. If your official absentee ballot arrives after sending in the FWAB, fill out and send in the official ballot too. Only one will be counted.   6. May 8 Commercial Humanitarian Flight Update At present the Department of State is making every effort to assist U.S. citizens overseas who wish to return to the United States. As the COVID-19 situation develops, our ability to provide such assistance may become more limited or even unavailable.  There is no guarantee that the Department of State will be able to continue to provide repatriation assistance and transportation options to the United States may be unavailable in the future.  If you choose to remain overseas, you should be prepared to remain where you are for the foreseeable future.  The Embassy arranged for a commercially-operated humanitarian flight on May 8 for any U.S. citizen or other qualified traveler able to enter the United States who had expressed wishes to depart Panama.  That flight is now full. The Embassy is continuing its efforts to identify future flights. However, there are no other planned flights at this time.  We encourage you to be prepared to remain in Panama for the next 30-60 days, or perhaps more.   8. On April 16, the Government of Panama announced that both Saturday, April 18, and Sunday, April 19, will be full quarantine whereby no one can leave their homes. For now, the inclusion of Saturday only applies to this weekend. On April 18, Panama’s Ministry of Health (MINSA) confirmed 4,273 cases of COVID-19. MINSA reminds citizens and residents of Panama that staying at home, not touching your face, and washing your hands frequently are the best means of prevention against COVID-19.  It also requires the use of masks, even homemade ones, when in public. On April 1, the government expanded movement restrictions based on gender.  Individuals will be permitted to circulate during the same hours determined by ID number as set forth in previous decrees.  However, the expanded restrictions only allow for movements as follows: · Women:  Monday, Wednesday, and Friday · Men:  Tuesday, Thursdays, and Saturday · Sunday:  Everyone must stay home · Normal exceptions apply for holders of permission letters (salvoconductos) Hours of circulation during the total quarantine are intended only for essential purchases by one person per household.  The Embassy reminds U.S. citizens in Panama that it is always obligatory to comply with local laws. https://step.state.gov/step/

  10. Cancellation of April 4 and 5 Military Repatriation Flights The two anticipated U.S. military air flights scheduled for April 4 and 5 have been cancelled. The Embassy is not aware of any additional flights currently. The Embassy is exploring other options for evacuation flights. If you want to be considered for future repatriation flights from Panama City, it is imperative you contact PanamaCityUSCitizen@state.gov immediately to register your interest. The Embassy is working on two evacuation options via military flights for those U.S. Citizens and Lawful Permanent Residents (LPRs) accompanying U.S. citizen family members wishing to depart Panama. There are no guarantees of these flights or the space available. There are two U.S. military air flights scheduled for April 2 and 4 with a limited number of seats available; we are in the process of notifying individuals who have already expressed interest in being evacuated from Panama about these flights. · April 2, departing Panama Pacifico at 9:05 p.m. and arriving Eglin Air Force Base, Fort Walton Beach, FL, to arrive 1:15 a.m. April 3. · April 4, departing Panama Pacifico at 4:53 p.m. and arriving Goodfellow Air Force Base, San Angelo, TX, to arrive 8:43 p.m. Requirements, restrictions, and helpful information: · The flights are restricted to U.S. citizens and LPRs accompanying U.S. citizen family members. All passengers must be in possession of a valid U.S. passport or I-551 (green card) in order to qualify for a flight. · Availability will be based upon first-come first-served basis and will require a financial commitment in the form of a repatriation loan for the State Department calculated one-way fare to the destination of the aircraft, which is NOT negotiable. · Please note these flights will arrive at U.S. military installations and you will be responsible for coordinating your onward travel, including transit from the base to a commercial airport. The closest major airport near Fort Walton Beach, FL is New Orleans, LA; and the nearest to San Angelo, TX is San Antonio, TX. · If you are ill, you will not be permitted to fly. Prior to departure from Panama and upon arrival to the United States you will undergo a temperature screening. · All passengers must sign a promissory note to ensure payment of the required fare. · Baggage is restricted to two bags that cannot exceed 70lbs. total. · Service animals MAY be authorized on the April 2 flight. Please be sure to share your needs as appropriate. · You may bring limited liquids and snacks. Additional Department of Defense flights are projected through April 9, with limited seating. There are exceptions for cargo, humanitarian, medical supplies, medical evacuation, and vaccines. The Embassy is working on evacuation options via commercial humanitarian and military flights for those U.S. Citizens wishing to depart Panama. Availability will be based upon first-come first-served basis and will require a financial commitment in the form of a repatriation loan from the State Department calculated on one-way fare to the destination of the aircraft, which is NOT negotiable. On March 25, Panama enacted nationwide movement restrictions, also being referred to as quarantine. The movement restrictions will include regular windows of time for people to conduct essential activities, such as grocery shopping, getting gas and medicines, or dealing with a medical emergency, based on the last digit of their cedula number or passport if an individual does not have a cedula.  For U.S. Citizens in Panama without a cedula, they should carry their passports at all times. The two-hour windows are as follows: · Last number is 7 – 6:30 – 8:30am · Last number is 8 – 7:30 – 9:30am · Last number is 9 – 8:30 – 10:30am · Last number is 0 – 9:30 – 11:30am  · Last number is 1 – 12:30 – 2:30pm  · Last number is 2 – 1:30 – 3:30pm  · Last number is 3 – 2:30 – 4:30pm  · Last number is 4 – 3:30 – 5:30pm  · Last number is 5 – 4:30 – 6:30pm  · Last number is 6 – 5:30 – 7:30pm  There is a special window for those over 60 years old, regardless of cedula or passport numbers, between 11:00 am and 1:00 pm.  Even with these time allowances, during the nationwide movement restrictions the Embassy encourages everyone to prepare accordingly.  Take the opportunity to stock up on any medicines and food supplies you may need to shelter in place in your homes for an extended period of time. Health Alert – U.S. Embassy Panama City, Panama (March 24, 2020) Location: Panama Event: Expansion of Nationwide Curfew Hours Effective Tuesday, March 24, The Government of Panama will expand a nationwide curfew from the current times of 9:00 p.m. to 5:00 a.m. to 5:00 p.m. to 5:00 a.m. Decree 504 establishes that people who break health regulations and quarantines will receive fines between $50,000 to $100,000, and this includes sending files to penal authorities in order to protect the population. The Embassy received notice that Panama may enact nationwide movement restrictions at some point in the near future. As of now, the movement restrictions are not in effect, and we do not know when it will happen. However, it could be at any time. We are working to get more information The movement restrictions will include regular windows of time for people to grocery shop, get medicines, and take care of other critical activities based on the last digit of their cedula number or passport if an individual does not have a cedula. On March 22, Panama’s Ministry of Health (MINSA) confirmed 313 cases of COVID-19. On March 22, the Panamanian government suspended all commercial flights into and out of Panama for 30 days. March 19, the U.S. Department of State issued a Global Level 4 Health Advisory, advising U.S. citizens to avoid all international travel due to the global impact of COVID-19. In countries where commercial departure options remain available, U.S. citizens who live in the United States should arrange for immediate return to the United States, unless they are prepared to remain abroad for an indefinite period. Effective March 18, the government of Panama has announced there will be an indefinite nationwide curfew between the hours of 9:00 p.m. and 5:00 a.m. On March 14, the Department of State authorized the departure from any diplomatic or consular post in the world of U.S. personnel and family members who have been medically determined to be at higher risk of a poor outcome if exposed to COVID-19. The global public health threat posed by COVID-19 is high, with more than 100,000 reported cases worldwide. On March 15, the Panamanian Ministry of Health announced 55 confirmed cases of COVID-19 in Panama. The government of Panama has implemented enhanced screening and quarantine measures to reduce the spread of COVID-19. Effective 11:59 pm March 16, only Panamanian citizens and residents can enter the country and all travelers must submit to a 14-day mandatory home quarantine. This does not apply to those in transit, there is no guidance if this applies retroactively. Effective March 16, all public entertainment areas and stores in the entire country must close, which includes, restaurants, bars, clubs, casinos, and children’s parks, as well as beaches. Food delivery services, grocery stores, and pharmacies will continue to operate with social distancing and capacity limits. All events nationwide (i.e., fairs, events, church services, etc.) that would congregate more than 50 people have been suspended.
