Review the Traveler’s Checklist. Parts of the "Mosquito Gulf" – Do Not Travel The “Mosquito Gulf” is an extremely remote and inaccessible area along part of the north (Caribbean) coast. Do not travel within 10 miles of the coastline, between Boca de Rio Chiriqui to Cocle del Norte. Drug trafficking and other illicit activities occur in this area. The U.S. government has limited ability to provide emergency services to U.S. citizens in this region as U.S. government personnel must obtain prior approval before traveling there and face additional restrictions before such travel is approved. Parts of the Darién Region – Do Not Travel Do not travel to the following areas of the Darien: All areas south of Jacque to Manene to Yaviza to Lajas Blancas cities to the Colombian border The city of Lajas Blancas The city of El Salto Criminal elements and drug and human trafficking networks operate in these areas. Police presence and emergency response are extremely limited. The U.S. government has limited ability to provide emergency services to U.S. citizens in these regions as U.S. government personnel must obtain prior approval before traveling there and face additional restrictions before such travel is approved.

Two simple steps for U.S. citizens overseas to vote from anywhere. If you’re a U.S. citizen living abroad, you can have your absentee ballots sent to you this election year. Here’s how: 1. Register to vote and request your ballot. Fill out the Federal Post Card Application (FPCA) and send it to your election office as soon as possible for the General Election on November 3, 2020. Find your state deadlines, election office’s contact and other helpful information at FVAP.gov. Your voting residence (the U.S. state or territory where you are registering to vote) is likely your legal residence or the U.S. address where you last resided. Here’s how to determine your voting residence. Using the FPCA ensures that your state will send your ballot to you at least 45 days before the election — a protection not guaranteed when using other forms. It’s a good idea to send in a new FPCA every January and each time you move. 2. Fill out and send in your ballot when it arrives. For the general election, you should receive your ballot by early October. Vote and send back your ballot as soon as you receive it. The recommended vote-by date is October 13, 2020 if you are outside the U.S. If you requested your ballot but haven’t received it, contact your election office to ask about the status of your ballot request. If there isn’t enough time to receive and send back your ballot before the election, use the Federal Write-In Absentee Ballot (FWAB). It works like a backup ballot. If your official absentee ballot arrives after sending in the FWAB, fill out and send in the official ballot too. Only one will be counted. Instructions for Sending in your Ballot in Panamá: Some states allow you to return your FPCA form or completed ballot electronically and others do not. If your state requires you to return paper voting forms or ballots to local election officials, you can do so free of charge at the nearest U.S. embassy or consulate. A ballot drop-box is also available near the main entrance of the Embassy. Those who wish to drop their forms or ballots in the drop box may do so at any time during regular business hours: Monday through Thursday from 8:00am to 3:00pm and Friday from 8:00am to 12:00pm. Since your FPCA or ballot will enter the U.S Postal Service mail system after the Embassy sends it to the United States, you must either use a postage paid envelope (one is generated by the FVAP Automated Assistant), or the correct postage amount must be affixed to the envelope. The U.S. Embassy cannot send the FPCA or ballot if it does not have correct postage or a postage paid envelope. July 21, the Government of Panama announced total quarantine in the provinces of Bocas del Toro, Colon, and Chiriqui on Saturdays and Sundays. The curfew from Monday through Friday remains from 7pm until 5am. Effective July 17, MINSA established new quarantine hours for the Panama and Panama Oeste provinces. Total quarantine begins on Friday at 7:00pm and ends on Monday at 5:00am. There is also a curfew from 7:00pm until 5:00am Monday through Thursday. Movement in these provinces remains restricted based on gender and ID number. Gender restrictions allow for movements as follows: Women:  Monday, Wednesday, and Friday Men:  Tuesday and Thursday. These movement restrictions allow for a two-hour window, intended only for essential purchases, based on the last digit of each individual’s cedula number or passport number if an individual is not a citizen of Panama.  U.S. Citizens in Panama should always carry their passports, and their Panamanian cedula if they have one.  The two-hour windows are as follows: Last number is 7 – 6:30 – 8:30am Last number is 8 – 7:30 – 9:30am Last number is 9 – 8:30 – 10:30am Last number is 0 – 9:30 – 11:30am Last number is 1 – 12:30 – 2:30pm Last number is 2 – 1:30 – 3:30pm Last number is 3 – 2:30 – 4:30pm Last number is 4 – 3:30 – 5:30pm Last number is 5 – 4:30 – 6:30pm Last number is 6 – 5:30 – 7:00pm There is a special window for those over 60 years old, regardless of cedula or passport numbers, between 7:00am and 10:00am (gender restrictions still apply). Exercises such as bicycling, running, and skating are permissible if done within one kilometer of your home, with a mask, and inside your two-hour window. Private sector employees are required to enter their places of employment by no later than 8:00am. Public sector employees are required to enter by no later than 9:00am. All other provinces have a curfew from 7 pm to 5 am, Monday through Sunday. Children are also free to move about from 4 pm to 7 pm, accompanied by a parent, guardian, or caretaker. The use of masks and social distancing are still required. This new flexibility does not permit social group activities, cultural events, festivals, visits to the beach, contact sports, or any other activity that violates social distancing. The Government of Panama still maintains security checkpoints on the roads and prohibits most interprovincial travel. MINSA reminds citizens and residents of Panama that staying at home, not touching your face, and washing your hands frequently are the best means of prevention against COVID-19.  It also requires the use of masks, even homemade ones, when in public. The Embassy encourages everyone to prepare accordingly.  Take the opportunity to stock up on any medicines and food supplies you may need to shelter in place in your homes for an extended period of time.

US Embassy Alert - Airport Closure Extended On June 17, the Government of Panama extended the suspension of international commercial passenger flights for an additional 30 days through July 22.  The previous exceptions for cargo, humanitarian, medical supplies, medical evacuation, and vaccines remain in place. On June 16, Panama’s Ministry of Health (MINSA) confirmed 21,962 cases of COVID-19.

On June 11, Panama’s Ministry of Health (MINSA) confirmed 18,586 cases of COVID-19. MINSA also announced on June 11 that a health cordon has been declared in the community of Iber-Gun, in the township of Cristobal, Colon Province. Effective June 8, Panama’s National Immigration Service opened and started a 90-day period during which foreigners may submit applications to maintain or adjust their immigration status in Panama without incurring fines. This applies to applicants whose immigration status expired between March 13 and June 7. For more details see www.migración.gob.pa. On June 7, MINSA published a resolution regarding movement restrictions in the provinces of Panama and Panama Oeste. These provinces will return to movement restrictions based on gender and ID number beginning June 8. Gender restrictions allow for movements as follows: Women:  Monday, Wednesday, and Friday Men:  Tuesday and Thursday. Three Month Extension of Migratory Status for Foreigners in Panama Panama’s National Immigration Service (SNM) is now open and taking new applications and appointments, but due to rules established by Panama’s Ministry of Health (MINSA), will only be operating at 25% capacity. Effective today, June 8, SNM started a 90-day period during which foreigners may submit applications to maintain or adjust their immigration status in Panama without incurring fines. This applies to applicants whose immigration status expired between March 13 and June 7. Additionally, documentation previously authorized by SNM that expired any time between March 13 and June 7 will remain valid for a period of three months. This does not apply to bank references and health certificates, which must be updated. Applicants whose document expired at any time outside of the window of March 13 to June 7 will need to update their migration status and will be subject to the applicable fines. Tourists in Panama are reminded that they will have three months to either leave the country or begin a new migratory process with SNM. Details about SNM’s reopening schedule: The week of June 8 to June 12, SNM will only attend to migration lawyers and marital interviews. Hours of operation: 7:00 am to 4:00 pm. Starting on June 15, SNM will begin the process of taking photographs for the foreigners who require them, and attention to all other clients. On May 27, Panama’s Ministry of Health (MINSA) confirmed 11,447 cases of COVID-19. MINSA reminds citizens and residents of Panama that staying at home, not touching your face, and washing your hands frequently are the best means of prevention against COVID-19.  It also requires the use of masks, even homemade ones, when in public. The Embassy encourages everyone to prepare accordingly.  Take the opportunity to stock up on any medicines and food supplies you may need to shelter in place in your homes for an extended period of time. On May 15, the Government of Panama extended the suspension of international commercial passenger flights for an additional 30 days until June 22.  The previous exceptions for cargo, humanitarian, medical supplies, medical evacuation, and vaccines remain in place. On May 11, the Government of Panama announced a gradual plan to reopen the economy beginning May 13. On April 21, the Municipal Council of the City of Panama passed a new decree stating that anyone leaving their residence must be wearing a mask that covers their nose and mouth. Panamanian National Police and Municipal Police will enforce the decree which extends throughout the metropolitan area of Panama City. The Embassy is working on evacuation options via commercial humanitarian and military flights for those U.S. Citizens wishing to depart Panama.  Please express your interest in consideration for potential evacuation flights by emailing: PanamaCityUSCitizen@state.gov.

The Embassy has identified two additional flights, operated by Spirit Airlines (both with the same flight number – NK6511), scheduled for June 3 and June 10. The flights will have a limited number of seats available. Any traveler with the appropriate passport/visa to permit entry into the United States who wishes to depart Panama is eligible to purchase a ticket. Travelers should carefully plan their onward travel as hotel options in Fort Lauderdale may be limited. NOTE – Due to greater demand for these flights than the number of seats available, we encourage you to purchase your tickets as soon as possible to ensure you are able to travel and permit us time to provide you with a salvoconducto promptly. We encourage you to be prepared to remain in Panama for the next 30-60 days, or perhaps more, if you are unwilling or unable to take these flights.
