The phase is a common one, Bud. You have translated it correctly and it is an indication that the speaker may be misinformed or exaggerating.  Panama is rich with idioms as much as anywhere in the world. Here in Texas, "he's all hat and no cattle" has the same connotation.

CL does not seem to be very integrated with the local population. The only regular poster from Panama is Roger and his insights are valuable.  To have numbers of locals posting on CL, in Spanish, about local events, news, etc would reflect a level of integration. CL is mostly where expats come to look for help with issues that most locals could solve if asked.  When I first arrived with Nena in Boquete in September 1970, all her neighbors wanted a look at the strange person she had brought with her. I was even present at a neighbor's "hen party" where I sat quietly in the corner while Nena caught up on the local bochinche. Soon the talk turned to "ribbing" Nena about the guy with her. She got more and more tickled because she knew that I was understanding what was being said (my Spanish was in the listen, don't talk phase).  The ladies in the group quickly discovered that I was understanding the conversation but everyone had a good laugh and we moved on.

I love every trip to Boquete since that time. I do not integrate when I visit. That is to say I don't mingle with the expats but I have listened to the locals' opinions of what has happened to their town. Keith has always had the opinion that a "few expats" can't possibly affect Boquete. In listening to the locals, they don't share the opinion. They see prices rising, land being bought for subdivision housing, infrastructure stressed to breaking and they see expats as a prime reason.  I don't have answers but learning to speak the language is a great start. Very tough to integrate into any population without communication.

So why don't you get the locals (with all the answers) to sign up and use CL? Their input would help with integration.

This is a game played by several restaurants. They make a lot of one menu item, put it on the chalk board as a "SPECIAL" at the regular price and then feel justified in not giving the discount. Chef Craig from Ruinas and most recently from Seasons was good at this ploy. I got soured on Seasons when I ordered their special rib dinner which wasn't on the menu but I was believing it couldn't be much more than the Rock charged for a rib dinner. Well, it turned out to be $29 and no discount was allowed.

Thanks for this post Penny. I'll remember to never order a restaurant's SPECIAL offer. This habit sounds like a scam to avoid following the discount law. Not certain how restaurants get by with this behavior, but now I know their "game".

Robin, you list US and England as your birthplace.

I did not state anyone blamed the victim. What I did state was the the Spanish news reported the body was dumped AND the homicide chief and his team were called to the scene.  The conclusion would be that foul play WAS involved in this case and it was NOT a case of getting lost while walking on the beach. The usual spin, that IL and others with businesses in Panama that depend on expats and tourists, is that Panama is paradise and safe for everybody. It is just not true.

I freely admit to lacking in politeness but I more than make up for that in honesty, and directness.

Thank you. I read the nice answer Judy S. put on here.

I got the same "vibe" Judy.  Usually the reaction by those who have some business interest to protect is to blame the victim for bad judgement.  It has become a standard response to save Panama's "paradise" illusion.  Panama is a great place to visit; it is just not a place where one let their guard down, especially Bocas.

Maybe my English is not good but why do you and Judy S. say men on this forum and business owners blam the victim for bad judgmet. i do not understand.

  5. Boquete sounds like a scary place. I'm reading an earlier post about all the robberies and break-ins that occurred last year and now wondering what "adequate security" is. How can someone (Marion) have "adequate security" but have young people enter her home and shoot and stab her?

I have second thoughts about my parents moving here.
