Suspended company wins lush carnival contract

The administrator of the Tourism Authority (ATP), Iván Eskildsen, will pay at least $210,000 to promote the 2023 carnival to a suspended  company reports La Prensa.

The company received the direct contract from the ATP, despite the fact that the company itself delivered documentation to the institution that clearly indicates that the company is commercially suspended in the Public Registry.  

The ATP told La Prensa that the company is up to date with its operation notice, but asked the State Communications Secretariat for "the approval " so that, of the total money approved for the promotion of the carnival, $24,000 would be allocated to radio spots and advertising but in thr Public Registry, it is still suspended, La Prensa corroborated.

Eskildsen's request to the State Communications Secretariat was made before receiving the proposal from Ancor Comprehensive Services, which arrived a week later, on February 1. The document indicates that the advertising on Instagram would begin on February 12 and it would end on February 21, but the radio spots had already begun to be broadcast on January 30.

The Integral Services proposal indicates that the company was created in 2014 and that it has "more than 5 years of experience in the world of entertainment". Unless construction is for entertainment, its  experience in this field is questionable, since the company was created primarily to carry out construction works.

In a document registered in the Public Registry – also on January 25, the day the MICI notice of operation was received – it is noted that this company changed its name to “Área 726, INC.”, but, as it is suspended for process, the name change could not be consummated.

Servicios Integrales has Rocío Molina as president; Angelee Barrancos (secretary) and Aris Arguelles de Barrancos (treasurer). This company promised that its advertising on Instagram would reach at least "3 million people", but it does not indicate how it will achieve that goal or how the alleged achievement can be verified.

La Prensa verified the Instagram accounts of two directors of the company. In the case of Molina, this person only has 115 followers, while Angelee Barrancos has 1,560 followers. As for Aris Arguelles de Barrancos, an account in her name was not found on her Instagram, nor was it found for the company Servicios Integrales Ancor, S.A.

The ATP, without specifying criteria, chose eight radio stations to broadcast the spots, two of them –Fabulosa Estéreo and Tropi Q– belong to deputy Hernán Delgado, from Cambio Democrático.

La Prensa tried multiple times to the number that appears in the Ancor Comprehensive Services quote, but no one answered the phone.

Cloud hangs over carnival as contracts suspended

With less than a week before the celebration of the carnival organized by the Panama Tourism Authority (ATP),  irregularities have been found in the processes to grant a series of direct contracts and five have been suspended.

The Directorate of Exceptional Procurement Procedures (DIPEC) has denied f the contracts due to lack of documentation from the bidders for the organization of the carnival in the capital. The direct contracts for the publicity of the festivity, the contract of the cisterns for the culecos, the construction of the throne and platforms, as well as the making of the dresses of the queen and princesses are suspended.

One of the companies questioned is Servicios Integrales Ancor, which was awarded a $210,000 contract to promote carnivals through Instagram and radio spots. This company was sued last Friday before the General Directorate of Public Contracts (DGCP).

In the denial of the DIPEC –published on the PanamaCompra government portal– it is observed that the ATP would not have complied with the exceptional procedure request process in favor of Servicios Integrales Ancor either. This, despite the fact that on January 25, the administrator of the ATP, Iván Eskildsen, asked the State Communications Secretariat for "the approval and approval" so that, of the total contract for $210,000, in favor of Servicios Integrales Ancor, $24 000 would be used for the promotion of the carnival.

Eskildsen made thie request seven days before Servicios Integrales Ancor sent him its proposal. Questioned about this anomaly, the official indicated that the proposals arrived in January, but that many of them "underwent adjustments", without detailing what he was referring to.

The DIPEC also warned that Servicios Integrales Ancor would not have delivered the documentation stating that it has no legal incapacity to contract with the State.

An investigation by La Prensa detected the company is suspended in the Public Registry.  Eskildsen justified the hiring by indicating that "the company complies with the requirements that were demanded in the exceptional procedure.”

 On Friday, February 9, the company Hei, Events and More, filed a complaint against the contract with the DGCP.

The legal representative, Cecilia Arosemena, affirmed that the ATP "violated her right" to obtain the contract to provide her services in carnival activities, despite the fact that she delivered its proposal in early January.

The ATP is questioned because it would not have fulfilled its mission to investigate that the company was suspended in the Public Registry The complainant questions that the ATP did not start hiring the companies in time, although the announcement that there would be carnivals in 2023 was made by President Cortizo at the end of September two and three months before the ATP began to receive proposals.

Five of Seven carnival contracts canceled

With only three days remaining to the start of carnival five of seven known contracts signed by the Panama Tourism Authority (ATP) for services to companies with no experience contracted directly for $1.5 million. Of that amount, some $790,000 would be paid to the same economic group.

 An email issued by the Directorate of Exceptional Procurement Procedures (Dipec) to the ATP – on February 7 – was made public on February 10, one day after it was revealed that Servicios Integrales Ancor was favored with a contract directly to promote the carnival on Instagram and radio spots for $210,000, despite being suspended in the Public Registry.

That same day, Dipec decided to deny the contracting of Servicios Integrales Ancor, as well as the contracts with Imperio Plus, Multi Servicios G & AP, Niko's Café, and Presol, SA, due to breaches. In turn, the ATP administrator, Iván Eskildsen, confirmed that the delivery of all the documentation required for these contracts was not met, as Dipec warned, but that they would correct it in the coming days.

In an interview with Telemetro Reporta, Eskildsen justified the hiring of Servicios Integrales Ancor by indicating that it is empowered to contract with the State due to its notice of operation, issued last January, downplaying its suspension in the Public Registry.

The companies Grima Urban Inc. and Factory, Corp. are the other two companies whose contracts have not been located in PanamaCompra . However, together they will receive more than $500,000. Its dignitaries are divided into three companies that were awarded direct contracts with the ATP for the carnivas.

Grima Urban Inc., established during the pandemic, is made up of Edgar Pozo (president), René Araúz (secretary), and Luis Pozo (treasurer). Its services are mainly focused on representing artists and promoting and organizing events. its contract with the ATP is about $285,000.

These same people appear in Factory, Corp., subscribing under the name “Guetto Music International, Inc.”, in June 2010. Three months later, it was changed to its current name. This company was awarded a $294,000 contract. The jobs that both companies will offer are unknown, as, their contracts have not been disclosed.

Over 29,000 deployed in Carnival security operations

More than 29,000 personnel were activated on Wednesday, February 15 to provide security, both in the interior and in the capital during carnival after a  three-year hiatus.

On Friday, February 17, the National Police Traffic Directorate will reverse lanes from La Espiga, from La Chorrera to Campana, from 10 in the morning to 6 in the afternoon.

The extension of lanes from the Bridge of the Americas, which normally is until 3 in the afternoon, will be brought forward until 12 noon Similarly, on Saturday, February 18, the lanes will be reversed from La Espiga to Campana, from 6 in the morning to 6 in the afternoon. Likewise from Sajalices to Argos, in San José de San Carlos.

The return road closures will take place from Tuesday, February 21. from 10 in the morning to 6 in the afternoon, in the Argos areas, in San José de San Carlos, up to Sajalices. Similarly, from the Campana area to La Espiga.

For Wednesday the 22nd, a lane inversion will be made, which will begin at 8 in the morning until 6 in the afternoon, in the area of Argos, San José de San Carlos, up to Sajalices, and from Campana to La Espiga.

In the capital city, the road closures in the Cinta Costera will take place on Friday, February 17, from 9 in the morning, from the Seafood Market and the viaduct. At noon the second closure will take place at the height of the roundabout to Barcaza for those going to Panama West; Ecuador street and 33rd street of Avenida Balboa for those who come from Panama East.

The National Police will transfer 27,733 units, which will act by air, land, and sea in five regions.

The Emergency Operations Center of the National Civil Protection System (Sinaproc), located in the central provinces, will be the command center where the authorities will receive all the news that is recorded. The National Aeronaval System will patrol the surveillance areas, it will also carry out controls at the 34 ports or piers, nine airports or runways,  25 coastal points, and 32 beaches. For this, they will distribute 2,711 units distributed in the four aeronautical regions.

 Sinaproc will deploy 800 units, which will provide coverage at 35 points along rivers, beaches, and resorts. They will have an ambulance team, and together with the Police they will support the population in the mass transfer on the roads

Health security teams installed for carnival

Health teams from the Metropolitan Health Region traveled s Friday to different starting points for travelers in order to reinforce the prevention campaign, prior to the Carnival festivities.

The Albrook Transport Terminal, one of the main departure points to different destinations in the country, and some docks in the capital were the setting for the health promotion and surveillance campaign.

“We are reminding people what to take care of and how to do it. Taking into account that since Thursday the massive exodus to the central provinces began, mainly,” said the director of the Metropolitan Health Region, Israel Cedeño.

Cedeño said that on the route of the capital's Carnival (in the Cinta Costera) inspections will be carried out every four days, at the 70 stalls that were authorized to sell food.

“We are going to do it in three or four rounds a day. We are also monitoring the restaurants and inns that are in the surrounding streets," Cedeño explained.

He added that since Friday afternoon, at the entry points to the city's Carnival route, food protection teams have been installed, which will be verifying the products that will be on sale.

61,000 drivers on road to interior by 6 am Saturday

By 6:00 am Saturday, the first day of carnival  61,000 drivers were on the road to the interior of the country to join a similar number who had left the capital on Friday says a report from the Traffic Operations Directorate of the National Police.

Drivers have reported a high volume of vehicles between Arraiján and Capira.

This Saturday the inversion of lanes was enabled from 5:00 am to 6:00 pm, from La Espiga in La Chorrera) to Campana, continuing in the Sajalices district (Chame district) towards the San José district (San Carlos).

Transit Operations reported that in the past 24 hours, 1,864 infractions were registered nationwide, the majority for speeding with 494 sanctions.
