The Ministry of Health (Minsa) fined the municipality of Boquete, in the province of Chiriqui, B/.5,000.00 for non-compliance with biosecurity measures during the activities that took place on 28 November for the Bicentenary of the Republic.

 The decision is based on Executive Decree N°85 of 29 September 2021, which establishes the regulations on which the holding of crowded activities, where a large number of people congregate, is permitted, specifically using article 13 which states that "contravention of the provisions contained in this executive decree will be sanctioned by the authority according to its competence", explained the Minsa.

According to Minsa, the municipality of Boquete managed a request to hold a folkloric parade in the Domingo Médica park in a controlled area, but the event ended up turning into a parade through the streets of the district with the attendance of 5 independent bands.

In addition to the request for 100% capacity of vaccinated people; however, no perimeter was established for the verification of the vaccination card or QR code, added the Minsa.

The Minsa assured that non-compliance with these measures was duly documented by officials who carried out the verification operations.

"The Minsa as the governing body reminds businessmen, event organisers, local authorities and the citizens themselves that the intention to support economic recovery is not above the work and commitment to safeguard the most precious treasure of the human being, life and health; therefore it reiterates once again that it will continue to ensure strict compliance with these rules, whose sole purpose is to contain the spread of the virus and prevent the increase of cases in the region," said a statement from the entity.

He reiterated that when a request for a permit is submitted by means of a note addressed to the biosecurity department, with its respective protocol, a responsibility is also acquired that must be respected by both the attendees and the organisers themselves.

El Ministerio de Salud (Minsa) sancionó a la alcaldía de Boquete, en la provincia de Chiriquí, con B/.5,000.00 por incumpliemto de medidas de bioseguridad dentro de las actividades que se desarrollaron este 28 de noviembre por el Bicentenario de la República.

La decisión está fundamentada en el Decreto Ejecutivo N°85 del 29 de septiembre de 2021, que establece las reglamentaciones sobre las cuales se permite la realización de actividades concurridas, en las se congregue un importante número de personas, empleando específicamente el artículo 13 que señala lo siguiente "la contravención a las disposiciones contenidas en este decreto ejecutivo será sancionada por la autoridad de acuerdo a su competencia", explicó el Minsa.

De acuerdo con el Minsa, la alcaldía de Boquete gestionó una petición para la realización de paseo folclórico en el parque Domingo Médica en área controlada, pero el evento terminó convirtiéndose en un desfile por las calles del distrito con la asistencia de 5 bandas independientes.

Además a la solicitud de aforo del 100% de personas vacunadas; sin embargo no se estableció un perímetro para la verificación de tarjeta de vacunas o código QR, agregó el Minsa.

El Minsa aseguró que el incumplimiento de estas medidas fueron debidamente documentadas por funcionarios que ejecutaron los operativos de verificación.

El Minsa como entidad rectora le recuerda a los empresarios, organizadores de eventos, autoridades locales y a la propia ciudadanía que, la intención de apoyar en la reactivación económica no está por encima de la labor y el compromiso de salvaguardar el tesoro más preciado del ser humano, la vida y la salud; por ello se reitera una vez más que se seguirá velando por el estricto cumplimiento de estas normas, cuyo único propósito es contener la propagación del virus y evitar el incremento de casos en la región”, señala un comunicado de la entidad.

Reiteró que al momento de presentarse una solicitud de permiso mediante una nota dirigida al departamento de bioseguridad, con su respectivo protocolo, se adquiere también una coresponsabilidad que debe ser respetada tanto por los asistentes como por los propios organizadores.

The Bouquete mayor’s office has been slapped with a  $5,000 fine for breaching Ministry of Health bio-security rules.

Originally the office had arranged with the Ministry a folkloric walk in the Domingo Médica park (in a controlled area), which ended up becoming a parade through the streets of the district with the assistance of five independent bands “and a perimeter was not established for the verification of the vaccination card or QR code," said the Ministry.

According to mayor Joswar Alvarado, he complied with the permits issued two months ago for the activities that were held on the 26th, 27th, and 28th.

"I did not do anything that was not authorized by the regent of the province of Chiriquí," Mayor Alvarado in a tweet.
