Penny
Apparently the anti-juvenile crime measures have been implemented in David. I can understand the 9 PM curfew for minors but for the life of me can't see how moving the time for buying wine at Price Smart to 11 AM will make any difference. I was in Price Smart today and there were at least a dozen folks with either wine, beer or liquor in their baskets clogging up the cashier area waiting for the magic 11 AM time. So, if you thought you could zip into Price Smart when it opens at 10 and be on your way back to Boquete with your Clos wine before it gets hot in David, think again.
JudyS
Also didn't a lot of those home invasions happen in the afternoon? What good would a 9 pm curfew have done. Nothing will change until they can jail those kids. Earlier information (perhaps on ning) mentioned that there are juvenile detention centers. I wonder who goes there if they are not used for murderers, attackers, and thieves.
Chica de Chiriqui
Apparently it is up to the individual judge to determine which juveniles are sentenced to serve jail time. That is if the prosecutors send them to trial. There is a case in Panama where a ten year old boy was charged for murder and is currently serving a five year sentence, which is the maximum. As disappointing as this may be, this is the how the judicial system works here.
