For this reason, both entities decided to create a work commission made up of the Directorates of Protected Areas and Forestry, by Miamiente; while Etesa will have the participation of a team of environmental managers.

Executive Decree 123 of August 14, 2009 defines environmental viability as the compatibility of a project, work or activity with the environment and, if necessary, the corrective measures to be included in the work and its development. This process comes before the environmental impact study.

According to Susana Serracín, an activist with the Alliance for Conservation and Development, this project must be analyzed responsibly, with a magnifying glass and without haste, because it will have a direct impact on areas of great ecosystem fragility and indigenous territories.

"The foregoing brings up sensitive issues related to the proper compliance with the consultation mechanisms, obtaining the free, prior and informed consent of the native peoples and peasants, which will be impacted on their culture and traditions," she said.
