President Mulino Launches Panama 3.0 Security Operation

With more than 1,000 new police officers, the National Police’s Operation Panama 3.0 begins in key sectors of the provinces of Panama, Colon and West Panama.

Sectors of San Miguelito, Arraiján, Don Bosco, Pacora, San Francisco and various areas of the province of Colón will be part of this strategy that seeks to eliminate gangs from the country through community outreach, vehicle patrols, police checkpoints and the blocking of corridors to control the mobility of these groups.

The opening ceremony of this police deployment was attended by the president, José Raúl Mulino, who highlighted the importance of the security forces.

Mulino said that the police have the support of the president and that “whatever is necessary to boost their morale will be done.”

These actions and procedures are expected to ensure the success of the operation, while reinforcing security in neighborhoods, communities and urban centers of these provinces of Panama.

Mulino, in his Thursday morning press conference, revealed that he plans to extend curfews for minors in Bocas del Toro, Colón, Panama and San Miguelito.

Operation Panama 3.0: 148 Arrested in the First 24 Hours

A total of 148 people were arrested in the last 24 hours as part of Operation Panama 3.0, a strategy that seeks to strengthen security in the country and combat organized crime, especially gangs. “This plan aims to free Panama from gangs. We will go house to house, farm to farm, or wherever the gang members are hiding, to take them to where they belong: jail,” said President José Raúl Mulino during an event held this Thursday at the headquarters of the National Police.

Representatives from all security forces and the mayors of Colón, La Chorrera, Arraiján, San Miguelito and Panama City participated in the event.  Regarding the most recent report of the operation, the Police reported that of the 148 people arrested, 98 were on court orders, 26 for administrative offenses, 15 in flagrante delicto and nine for micro-trafficking. In addition, 72 search warrants were carried out, in which nine firearms with 272 rounds of ammunition; $168 in cash, two stolen vehicles, as well as small quantities of drugs were recovered: four bags with suspected cocaine, seven bags of cocaine and five bags with marijuana.

In terms of traffic, 1,546 violations were issued, including 211 for speeding, 64 for inadequate lights, 18 for using a cell phone while driving, 17 for expired licenses and seven for driving under the influence. 74 vehicles were also towed for various reasons.  Operation Panama 3.0 includes actions in conflict zones and involves the participation of 1,032 additional agents to the regular police force.  “Now we will see many more police officers on the streets, with orders to protect and defend honest Panamanians. I am on the side of honest Panamanians who suffer a robbery in the street or an assault in their home,” concluded Mulino.

More Than 2900 Arrests in Operation Panama 3.0

A total of 2,907 people have been arrested during Operation Panama 3.0, which began on October 10. Of this number, 1,734 were arrested on court orders, 296 in flagrante delicto (a Spanish legal term used to indicate that one was caught in the act of committing a crime. Corpus delicti is another term), 708 for administrative offenses, 151 for micro-trafficking and 18 for drug trafficking.  Operation Panama 3.0 was presented as a strategy to strengthen security and combat organized crime, especially gang activities.  To date, 1,190 search and seizure proceedings have been carried out nationwide.  At a press conference, the National Director of Citizen Security, Commissioner Edgardo Núñez, said that in the 18 days of the operation, a 71% decrease in high-impact crimes has been achieved.  During the raids and operational actions, 109 firearms, $43,654.40 in cash, 1,894 packages of drugs, 38 vehicles recovered and seven seized were seized.  In addition, 25,833 traffic violations were imposed in joint maneuvers, including 5,023 for speeding, 1,074 for inadequate lights, 274 for cell phone use, 262 for expired licenses and 305 for proven drunkenness. Also, 1,252 vehicles were towed.  The operation includes interventions in conflict zones and involves 1,032 additional officers to the regular police force.
