The First Liquidator Court of Criminal Cases of the First Judicial Circuit of Panama, opened a criminal case against three citizens, among them the former mayor of the capital, Bosco Vallarino, for the alleged embezzlement,  of the Municipality of Panama.

The judge also applied to the defendants the precautionary measure prohibiting them from leaving the territory of the Republic without judicial authorization.

The hearing date was set for February 27, 2023, at 8:30 am, and March 10 of the same year and time indicated as an alternate date, in case the private defenders do not appear.

“The case is related to a property injury during 2010, as a result of two consulting contracts signed by the Municipality of Panama, one of them for the management of sanitary waste in the district of Panama, and another for a reorganization plan of the security system, in which both exceed $300,000.00," detailed the Judicial Branch.

The first liquidator judge of Criminal Cases of the First Judicial Circuit of Panama, declared the former mayor of the district of Panama, Bosco Ricardo Vallarino, criminally responsible and sentenced him to 48 months in prison for the crime of corruption of public servants, in the modality of passive bribery, as the author, to the detriment of the Mayor of Panama.

In addition, she imposed disqualification for the exercise of public functions as an accessory penalty, for the same term, which runs once the main penalty has been served.

During the trial, the prosecution managed to prove that Bosco Vallarino and two former officials of the Comptroller General committed serious irregularities in the approval of two consulting contracts between the Municipality of Panama and two companies, one for the management of hospital waste a cost of $250,000 and another for the installation of a surveillance system, for $98,000.

Bosco Ricardo Vallarino the former mayor of Panama was sentenced on Friday to 12 years in prison for aggravated embezzlement to the detriment of the Municipality of Panama.

Vallarino was also disqualified from holding public office, for the same term, once he has served his main prison sentence. Likewise, Luis Marcelino Stanziola and Noris Raquel Castañedas Rodríguez were sentenced to 3 years in prison for the crime of culpable embezzlement. Like Vallarino, they were disqualified from the exercise of public functions, for the same term, after serving the main sentence.

Stanziola and Castañedas carried out the work of inspectors of the Comptroller General at the time that the funds were embezzled. In this case, the embezzlement of public funds exceeds a quarter of a million dollars and is related to the awarding of two contracts to the companies Juelpa, SA, and Consultoría y Asesoría de Panamá, SA, said the Attorney General's Office.

Second sentence
This is the second sentence in a month and a half for Vallarino, since on May 15 the first judge of Criminal Cases of the First Judicial Circuit of Panama declared the former mayor criminally responsible and sentenced him to four years in prison for the crime of corruption of public servants. in the form of passive bribery to the detriment of the Mayor's Office

Court confirms second jail term for former Panama mayor

The Superior Court for Settlement of Criminal Cases has confirmed the four-year prison sentence handed down by the First Court for corruption of public servants.

On May 11, the first liquidating judge of criminal cases, Agueda Rentería, sentenced Vallarino to four years in prison for the crime of corruption, in the form of passive bribery to the detriment of the Municipality of Panama.

Vallarino was accused of receiving a bribe of $6,000 from Brazilian businessman Alexandre Ventura Nogueira, in exchange for a contract for the construction of parking lots in the Belisario Porras park.

In March 2015, the Assistant Prosecutor's Office began the investigation into Vallarino, after in a television interview he said he had accepted $6,000 from Ventura Nogueira.

Later, in a video broadcast on social networks, Ventura Nogueira said that it was a trap against Vallarino ordered by former president Ricardo Martinelli to force his departure from the Mayor's Office. Ventura Nogueira faces probes for alleged fraud. His whereabouts are unknown.

Vallarino also has a 12-year prison sentence for embezzlement for the irregular management of public funds, related to the awarding of two contracts to the companies Juelpa, SA. and Consulting and Consulting of Panama, to carry out a consultancy for the management of sanitary waste in the district of Panama.

Former Panama mayor gets 12 years for embezzlement

The First Settlement Court of Criminal Cases sentenced the former mayor of Panama Bosco Vallarino to 12 years in prison for embezzlement to the detriment of the Municipality. The decision was made after the Superior Court for Settlement of Criminal Cases, upon resolving an appeal, ordered to correct the determinations incurred in the judgment of June 15, 2023. The court also declared two former prosecutors of the Comptroller General of the Republic criminally responsible and sentenced them to three years in prison for the commission of a crime of culpable embezzlement to the detriment of the Municipality of Panama.

The case began in 2010 due to the breach of two consulting contracts between the Municipality of Panama and two companies for the management of hospital waste. A property damage of more than 300 thousand dollars could have been caused.
