Currently, the same person is linked to the disappearance of 17-year-old Viviana Gallardo and 28-year-old Anabel Valdivia who disappeared last year and for which he was charged with deprivation of liberty and aggravated robbery in both cases.

The First Superior Prosecutor in the province of Chiriquí, Luis Martinez, says that the Public Ministry continues to work on the cases in order to resolve them in the shortest time.

An average of 18 crimes against freedom and sexual integrity are committed each day in Panama, according to statistical reports from the Public Ministry from January to July 2022.

The report also details that, in general terms, an increase of 11% is reported between 2021 and 2022 in this type of crime; however, when the minor population is specifically evaluated, the increase is 24%.

in July, five people were taken to court for their alleged link to the crime of child pornography, after a joint operation by the Public Ministry and the National Police part of It was an international operation called "Light in childhood", which was developed simultaneously in the provinces of Panama, Chiriquí and West Panama,

The operation was directed from Brazil and, in addition to Panama, it was carried out simultaneously in Argentina, Costa Rica, the United States, Ecuador, and Paraguay to combat crimes of sexual abuse and exploitation against children and adolescents, committed through the Internet.

Armed robberies of banks, jewelries, pharmacies on the rise

police-patrol.jpg

Armed robberies have led to intensified police patrols.

Posted 17/11/2022

Statistics from the Public Ministry reveal that between January and October of this year, 5,975 complaints had been registered in Panama for the commission of various criminal acts, a figure slightly lower than that of the same period in 2021 when 6,303 were reported.

However, both figures exceeded the 4,899 cases in 2020, the year the covid-19  pandemic was declared says La Prensa.

The numbers also show that robberies, assaults, and similar acts are more frequent in the streets and neighborhoods of In the first 10 months of 2022, 4,777 theft complaints had been reported in the Public Ministry, 303 more than in 2021. It means that until last month, on average, 16 cases of theft were registered per day.

Banks
Among the most relevant criminal acts are the assaults and a robbery perpetrated against four banks in the capital between August and September for which 20 people  have been arrested

On October 10, five armed people entered another branch of the Savings Bank, this time in El Ingenio, Betania, and left with $60,000.

On  October 12, five men assaulted the Brilat jewelry store,

The next day, an armed group assaulted a jewelry store in Avenida México. On October 26, a group of armed men assaulted El Diamante, a jewelry store on Via Veneto.

Pharmacies
Pharmacies have also become targets. On Sunday, November 13, the Metro and Farma Value pharmacies, in Betania and San Francisco, were the target of armed robberies by several men who took money from the tills.

The Minister of Public Security, Juan Pino, said the assaults were committed by people who had recently been released from prison. He added that through "intelligence work", several of those who participated in the robberies were located, but are still on the trail of other suspects.

The minister attributed the increase in robberies to banks and other businesses "to the success of the authorities in confiscating drugs," which, he added, has forced criminals to seek other ways to earn income. He said that so far in 2022, 110 tons of drugs have been seized.

“This is known as the balloon effect: when you squeeze on one side, criminal activity moves to another area or sector,” he explained.

Between January and October 2022, 401 homicides had been committed in Panama

Rodolfo Aguilera, former Minister of Security, believes that the "repressive" strategy of the current administration has not yielded results, since the levels of insecurity on the streets have increased after the covid-19 pandemic.

Aguilera emphasized that without a defined prevention policy, aimed basically at young people at social risk, it is very difficult to reduce crime.

He calculated that more than 80% of the inmates who are serving their sentences are repeat offenders. This happens, he said because they don't have opportunities to get a job to feed their family. and, they fall into a vicious circle: they are in and out of prison.

Homicides surge 190% in 38 days

homicde.jpg

Posted 08/02/2023

So far in 2023, 57 homicides have been reported, 27 more than in the same days of 2022 representing an increase of 190% with most murders occurring in Panama, Colon and San Miguelito and related to organized crime reports La Estrella.

The first victim this year was in San Miguelito when a 27-year-old young man, was killed by a bullet in the jaw when attempting to protect his mother from four hooded would-be robbers. Another murder was discovered in San Miguelito when a dog found a head in a plastic bag.

Some  80% of murders result from gang turf wars says Juan Manuel Pino, Minister of Security who has deployed 300 members of the National Police, the National Aeronaval Service, and the National Border Service in the district of San Miguelito as part of actions to dismantle organized gang groups, responsible for acts of violence and homicides registered in recent days. "We are going to continue confiscating weapons, drugs, money and dismantling criminal organizations," Pino said.

Criminologist Marco Aurelio Álvarez explained that violence as a lifestyle is caused by a lack of respect for human dignity. In the opinion of the criminologist, homicides tell us two things: firstly, the firearms that must be guarded by the security forces are in the hands of people on the streets and criminal gangs, who see death as the ideal mobile to solve the problems of criminal businesses.

"This leads us to think of illegal arms trafficking," he warned. And, secondly, deaths from homicide - a violent mechanism - are increasing in the country because more and more entire families are living off crime. “Creole crime has kidnapped the Panamanian population. We must put a stop to it, once again executing the anti-gang law so that everyone who lives off crime goes to prison as a social lesson,” said Álvarez.

Pressure cooker *
Another high-profile murder occurred in Panama City when the body of a hairstylist was found in a state of decomposition in a bag at the Cerro Patacón landfill.

The sociologist Gilberto Toro explained that we are in a kind of “pressure cooker”, in constant “economic stress”. There are people who are not criminals, but who are unemployed or earn very little to meet their expenses and become desperate which can affect their behavior. He added that we could be facing an abandonment of the values to reinforce the counter-values. In other words, shame and modesty are lost in the behaviors and way of thinking of an individual. In the world of crime, at the level, we are at, "gambling is death". A hitman, for example, only charges for the dead. In his opinion, the increase in criminal actions could also be related to a poor job offer, which competes with a productive criminal offer.

Panama homicides increase 37% in two months

homicidesj.jpeg

Posted 09/03/2023

Panama recorded 90 homicides in the first two months of 2023, an increase of 37%  over the same period last year report’s El Siglo which carries out monthly monitoring.

authorities The authorities have reiterated that 90% of the deaths are associated with organized crime and rivalry between gangs. But it is also part of an institutional decomposition that lacks norms, emphasizes the sociologist Enoch Adames, a researcher and professor at the University of Panama.

The professional sums up the diagnosis in the “pressure of a crisis of an institutional nature”. That is a weakness of the government structures, with an absence of norms and the ability to socialize around them, starting with the family.

The bad news is that in the short and medium term, this situation is not easy to reverse, especially due to the lack of a strategic national development plan capable of encouraging private investment to generate decent jobs.

Adames points to two key issues, recurring in all analysis forums on the security issue: education and employment. Two elements that allow a person to ascend. Both are in crisis, “education does not weigh socially. In addition, they fail to insert themselves into an economy consistent with the educational system”, underlines the sociologist."It is not a single cause," says Adames, "it is the expression of a multiplicity of factors that come together and have been creating a social fracture that confronts violence."

PASSIVE ACTION
For the sociologist, it is inconceivable how in a province like Colón, which generates 18% of the country's gross domestic product, and is home to one of the most important free zones in the world, there is such a situation of inequality and scarcity., what is happening in Colón – one of the entry points for drugs in Colombia and which in turn distributes to the world in a containerized manner, which registered 14% of homicides last January – is a consequence of the disaster of a passive action by governments.

The highlighted numbers are not reconciled by putting a policeman on every corner.  Adames is clear that as long as the market continues to generate informality and does not create jobs commensurate with population growth, "we will be creating the conditions for a strong social conflict in the medium and short term.

Wave of homicides a dangerous upturn – Security Minister

Posted 13/06/2023

After the wave of murders that shook the Panamanian capital last week, Security Minister Juan Manuel Pino acknowledged that homicide crimes in the country have experienced a dangerous upturn in recent months. The head of the Security portfolio attributed it, among other things, to the breakdown of criminal organizations.

According to Pino, one of the possible factors that could be affecting the youth recruited by these criminal organizations is school dropout, as well as various socioeconomic factors, since many of these boys belong to humble social strata.

Regarding the innocent victims who have been caught up in this wave of violence, the minister assured that those responsible will pay for each of their crimes and he was confident in the work that the National Police has been carrying out up to now together with the Public Ministry.

Regarding the case of the taxi driver from Chilibre who was missing for several days and who later appeared killed by criminals, Pino said that thanks to the operations of the security forces, it was possible to find and arrest two suspects who are already under the orders of the competent authorities.

Regarding the disappearance of the girl Aderlyn Saldaña, the minister pointed out that this case is one of the highest priorities for both the National Police and the Public Ministry because it is a very sensitive issue.

97-year-old gets 20 years for  1969 “disappearance”

hands.jpg

Posted 15/07/2023

An adult over 97 years of age was sentenced to 20 years in prison for the disappearance of a person that occurred in 1969. The event occurred in the community of La Tranca de Sioguí, in Bugaba, Chiriquí province and it was not until 2004 that an investigation began.

The Superior Court of Justice of the Third Judicial District issued the sentence dated July 13, 2023, by which it sanctioned a 97-year-old citizen to 20 years in prison, for the commission of the crime against life and personal integrity in the form of aggravated intentional homicide.

In the resolution, the collegiate court ordered as an accessory penalty the disqualification from holding public office for a term of five years, once the main penalty has been served.

For the purposes of the judicial individualization of the sentence, the court took into consideration that it is a serious crime of the most precious legal asset, such as human life, and that the location of the victim's remains is unknown.

This criminal investigation began on May 27, 2004, when the Chiriquí Auxiliary Prosecutor's Office received the complaint filed by the Institutional Truth Commission, for the alleged disappearance of the victim, on March 16, 1969, from the community of La Tranca de Sioguí, district of Bugaba, province of Chiriquí.
