An investigation is still open into the events at the La Fragata restaurant bar, in Obarrio, on Wednesday with the participation of officials from various institutions said  Health, Luis Francisco Sucre on Friday. August 28

"The community should not doubt that in the event that it is proved that there were officials in the place, they will be punished," the minister warned.

"We will not hesitate to impose the corresponding sanctions," Sucre stressed, adding that, as has been done with other people, the corresponding sanctions will be applied to officials.

The minister did not specify whether La Fragata will be sanctioned, for being open at curfew. Since last March, restaurants have been prohibited, from serving customers on their premises. They are only allowed to prepare takeout or home delivery food. In June, the Minsa sanctioned Jimmy’s barbecue with a fine of $50,000 for hosting a meeting of the leadership of the PRD the ruling party in the National Assembly.

Sucre indicated that The sanctions would include officials from the Minsa and any other institution if it s  is proven that they participated in a meeting at a restaurant, he warned.

After an initial official lukewarm response to reports of a birthday party in the La Fragata restaurant bar, in Obarrio during curfew hours on Wednesday Alisson Staff, a customs (ANA ) employee r has been suspended without pay and investigations are underway on three fronts as public outrage spreads.

The public outcry began when neighboring residents gathered outside the restaurant banging pots and pans and called for the diners to come out reflecting a similar protest in front of Jimmy’s restaurant in San Francisco when PRD Party officials held a dinner meeting, resulting in $50,000 fines for the party and the restaurant.

Police were called to  La Fargata,  where they found the party crowd had melted away. but tables were set

The National Authority for Transparency and Access to Information (Antai) will ask the Ministry of Health (Minsa) for an “explanatory” report on the investigation that it will carry out.

The purpose, according to Antai, is to define whether are State assets and public servants were involved in the event.

Initially, Israel Cedeño, director of the Metropolitan Health Region, said that health authorities "found no evidence" that a meeting had been held at the restaurant but said investigations will continue, due to the images that circulated on social networks, and that they will contact the people whose government badges were seen in the transmissions "The videos are being evaluated to determine if the evidence is accurate regarding non-compliance," he told La Prensa.

Cedeño explained that, after learning of the event, Indalecio Navarro, medical director of the Emiliano Ponce health center, from the Calidonia district,  went to the restaurant to him, but he informed him that when he arrived at the site he found no used tables and the cook he was finishing cleaning his work area. Navarro also did not see vehicles with a yellow line or officials.

Both Navarro and the police agents were slow to arrive at La Fragata, according to the transmission through social networks made by Foco Panamá, and the images released by La Prensa, which would have given the opportunity to clean and tidy up the premises.

Neighbors who protested the meeting chanted slogans demanding the presence of a justice of the peace or Governor Judy Meana. They never appeared.

Security  Minister Juan Pino pointed out that police officers are assistants of justice. “We cannot enter a house, a private place, without the consent of the Public Ministry. If not, we would be getting into a legal problem, "he said.

In La Fragata a card of the Colombian citizen Roberto Gómez Posso was found, who on July 17 announced on his social networks that he had coronavirus and was in the Albrook modular hospital. On one side, the card identifies him as the director of the National Coordination of Projects (Conapro) of the Ministry of Housing. In the other, he appears as an official assigned directly to the office of President Laurentino Cortizo reports

On the official payroll, he appears as a “plan and program coordinator” of the Presidency, with a salary of $4,000 a month.

In his Twitter account, the official boasts his friendship with the president of the Democratic Revolutionary Party, Benicio Robinson. “Happy birthday Benicio Robinson. I ask God to keep guarding him, protecting him, filling him with health, peace, happiness, and many more years, honored with his love and friendship, ”he wrote next to a photo in which the two appear.

Staff, who is supposed to be a singer, appears on the state payroll since last March, with the position of "clerk" in the National Customs Authority, with a salary of $725 per month.

Cedeño  claims that: “No official vehicle was found, of any ministry,"

Former deputy and former attorney general Ana Matilde Gómez said. "The officials who have been in the La Fragata restaurant should be dismissed because a perverse message of selectivity is being sent."

, Rómulo Roux, president of the Democratic Change party, said the La Fragata incident is another embarrassment for the country and a slap in the face to the people. “I want to see Cortizo dismiss all the officials who decided to violate the law because they believe they enjoy impunity. Their credibility continues to be destroyed ”.

Rodolfo Samuda, ANA Technical Deputy Director-General, said in Telemetro Reporta that an investigation has been opened in relation to the case, but "respecting" the right of an official. He said that it is an internal investigation independent from the one carried out by the Ministry of Health

    Panama  President, Laurentino Cortizo, came out of his shell on Monday, August 31  to respond to public concern over the flouting of quarantine rules by  high profile government employees  and politicians.

    He skirted the alleged party at the La Fragata restaurant and bar on August 26, where one of the presidency staff was allegedly present and passed the buck to the Health Ministry (Minsa) in the case of Colón,  Mayor and fellow PRD member Alex Lee

    The mayor admitted to having  traveled to the Decameron villas on the beaches of the Coclé province, when in his province, Colón, a total quarantine was in place..

    Cortizo stated that it is the responsibility of the Ministry of Health (Minsa) to carry out the investigations and apply the corresponding sanctions.

    The president also referred to the request from business associations to  speed up the reopening of  economic activities during the month of September.

    He said that the announced schedule is being maintained, and that they seek to carefully observe how the situation evolves after the reopening on September 7, when the free zones and construction open.

    He said  it is important to avoid a complete reopening that then has to reintroduce a total quarantine in October.

    Business associations have claimed  that some companies will  go under in the next week if reopening is delayed. And will join many others that have already closed their doors.

    La Fragata  fined $5,000 after flouting pandemic rules

    The La Fragata restaurant in Obarrio  has been hit with a $5,000 by the Health Ministry (Minsa)   following  a party that breached  COVID- 19 the restriction measures and led to  at least five government officials   losing their jobs..

    Israel Cedeño, director of the Metropolitan Region of Health, reported that  the representatives of the restaurant were notified of the fine  and also one of the participants of the meeting, Alisson Staff , whose sanction was $250.

    The Minsa reported that there were seven people, in La Frgata  one of whom was Staff, who is an official of the National Customs Authority and that after what happened she was separated from her position.

    Asked  why the sanction was not the same as the $50,000 Jimmy restaurant after an earlier infringment, the official said that it was reviewed with the Minsa Legal Counsel and the severity of the offense is less, since there were only seven people.

    A   meeting of deputies and members of the National Executive Committee of the Democratic Revolutionary Party (PRD) was held in Jimmy’s in  June. That time the owners of the restaurant and the PRD were fined $ 50,000 apiece

    "The sanctions in health are coupled with the breached regulations and their aggravating circumstance," said Cedeño.

    La Fragata in the crosshairs again

    A group of people was surprised by an official of the Bella Vista Community Board on Tuesday, January 26, inside the La Fragata restaurant, in Obarrio.

    It was the second breach of lockdown rules, and the  previous one last August led to the resignation of four officials.

    Christian Vieira Piad, head of citizen services for the community council, reported that when he arrived, after receiving complaints received, he was "attacked." And lold  the digital medium Foco Panamá that those who were inside prevented him from doing his work.

    "There were four tables and eight to twelve people," he said. Before leaving, he posted the subpoena for administrators under the restaurant door.

    The Bella Vista representative, Ricky Domínguez, also arrived on site, who said that although restaurant owners have expressed their concern about the prolonged closure due to the pandemic, he indicated that he will enforce the rules as established in the decree.

    Three restaurants fined for flouting decree

    Three restaurants including repeat offender La Fragata, have been sanctioned for failing to comply with the restrictions to prevent the spread of Covid-19.

    Metropolitan Health Region Director, Israel Cedeño said Friday that two of the three premises were referred to the Bella Vista Health Center and were punished., the other went to his office for being a repeat offender.

    “Yesterday I met with the legal representative and the owner of La Fragata]; the situation was presented to him. They are exercising their right to discharge and recourse for reconsideration, but the sanction is already in process, "said Cedeño, who did not advance the amount of the sanction because the process continues and the respective resolution will be issued on  Monday. However,  the fine can be upto $5,000

    Last Wednesday the Ministry of Health (Minsa) reported that the owner of the La Fragata restaurant, located in Obarrio, was summoned by the Metropolitan Health Directorate after the initiation of an investigation into what happened on Tuesday night, January 26. on the premises, when the head of the Bella Vista community council, Christian Vieira Piad, surprised diners inside the restaurant, in breach of the health decree.

    The decree that was breached is No. 62 of January 13, 2021, which in its article 1, applies the curfew and in its article 12 stipulates that restaurants cannot receive diners, since the service can only be provided through home deliveries.

    The head of citizen care of the Bella Vista community council, Christian Vieira Piad, filed a complaint on Wednesday with the Primary Care Prosecutor, of the Public Ministry, about the events that occurred in La Fragata and requested that it be established the identity of those responsible for the corresponding criminal sanctions to be imposed, since they obstructed the work of an official, who appeared at the premises attending a complaint from the community
