A  Panama-flagged ship sailing from China to Brazil and carrying 4,000 tons of diesel oil has caused a spill into the waters of  Mauritius, a country famous for its paradisiacal beaches, the Mauritian government confirmed on Thursday, August 6.

The ship " MV Wakashio ", ran aground on July 25 in the southeast of the island. " There is a hole  in the boat and there is an oil leak, " the Mauritius government confirmed according to the local newspaper " Le Mauricien ."

The Mauritian Minister of the Environment, Kavydass Ramano, told the country's public television MBC that the Government has already used all the means to evacuate the ship's crew and that the priority now is to prevent the fuel dumped into the sea.  From reaching the nearby beaches and lagoons.

The island of Mauritius is located in the waters of the Indian Ocean, east of Madagascar, and is a renowned international tourist destination.

The Panama Maritime Authority (AMP)  has opened an investigation into the accident of the Japanese ship Wakashio, sailing under the Panamanian flag, which remains stranded off the coast of Mauritius pouring fuel into the water and where an environmental emergency has been declared due to the size of the spill.

The Mauritian authorities, in collaboration with neighboring nations, are trying to extract the 4000 tons of fuel that the boat had in its tanks with the help of tanker ships, helicopters and the use of hoses.

 Th AMP will offer all the collaboration in the investigations into the causes of the Wakashio spill and regretted that the accident occurred at a time of  a global crisis due to the pandemic said Director Rafael Cigarruista, on Wednesday. August 12.

The corals, lagoons and paradisiacal beaches of  Mauritius  will take at least 10 years to recover  from the damage caused by an oil spill from a Panamanian flagged  ship

The Japanese owned  MV Wakashio traveling from China to Brazil, was not  transporting  cargo, but it is estimated that it carried more than 200 tons of diesel and 3,800 of fuel for its own consumption.

The crew of 20 were rescued when the ship ran aground and fuel leaked into the ocean leading to a massive clean up mission aided by France and Japan.

The Panama Maritime Authority (AMP), is cooperating with the  International Maritime Organization (IMO), to investigate the causes of the accident.

The affected area is a region of coral reefs , which had been rehabilitating for about fifteen years, and also of great marine and terrestrial diversity, with important natural reserves a few kilometers away.

The spill is already considered one of the worst crises in the history of the island

According to an estimate by Mauritian oceanographer and environmental expert Vassen Kauppaymuthoo, it will take " about ten years for the marine ecosystem to resemble what it was before the accident.

Panama rejects “malicious” attacks after ship grounding

A delegation from The Panama Maritime Authority (AMP) is on its way to Mauritius to participate in the investigation of the grounding the Panamanian flagged MV Wakashio and the , subsequent fuel sill causing an .environmental catastrophe for the island in the Indian Ocean off the coast of Africa.

Panama's ship registry, with more than 8.000 vessels in the world, remained for over n 10 years on the white lists of the MOU Paris, and Tokyo the bodies that inspect ships before arriving at ports to verify that they have security measures. Likewise,

However, following the grounding questions have arisen that point to Panama.

In response to accusations against the registry, the AMP responded that a video that circulates on social networks “misinforms, lacks veracity, is slanderous, defamatory, disrespectful and malicious not only for the Panama Ship Registry but also for our country ”.

It says that the content that has been circulated shows "a total lack of knowledge about the regulations that govern the maritime industry worldwide."

Contrary to what the video says, the AMP indicates, the shipping industry is not unsafe, ships, which carry most of the world's trade, are not dangerous.

It is not only unfair, it adds, but totally imprecise to blame the accident on the Panama Ship Registry for the fact that it is registered under the Panamanian flag.

The  AMP said that in the last 5 years, over  200 reports of investigations of maritime incidents and accidents have been sent and published by the International Maritime Organization (IMO). These reports are public for all 174 countries. As a leader in vessel flagging, the Panamanian registry was inspected more than 16,000  times last year and the level of compliance was 96.5%, placing the Registry at a high international level.

The Registry does not flagships of doubtful origin. As an example, it indicates that in  2020, 118 vessels that did not meet the requirements have been rejected and 200 vessels that did not meet the standards have been canceled.

The registration of companies in Panama [by shipowners] goes through a similar process of due diligence since Panama is a signatory to the international tax cooperation forums led by the OECD. Therefore, says the AMP, "it is irresponsible to point the finger at the Ship Registry and Panama while being accused of being a refuge for tax evaders."

The Wakashio was built by Universal Shipbuilding Corporation in Japan and incorporated into the Panamanian Registry on March 29, 2007. The AMP confirmed that it has all its current technical certification, issued by the NKCLASS Classification Society ( Nippon Kaiji Kyokai), certification valid until April 22, 2021, when it will have to go through its cycle of inspections

The last Wakashio inspection was completed on March 1, 2020, in Kawasaki, Japan and the previous port state inspection was in Por Hedland, WA, Australia on February 14, 2020.

“Therefore, the vessel is in compliance with its structure and team, with the international conventions of the IMO.”

When it went aground on July 25  the vessel had 20 crew members of different nationalities, all of whom had their required certificates, as required by the International Convention on Training, Certification, and Watchkeeping Standards for Seafarers (STCW)as well as insurance policies related to pollution prevention. The AMP said that in terms of civil liability, protection, compensation, and insurance, they are still in force.

The environmental organization Greenpeace rejected today, Wednesday, the plan of the Government of Mauritius to drag and sink the bow of the Panama flagged  MV Wakashio  grounded  off the coast causing  a serious fuel spill and an environmental catastrophe  for the paradisiacal island that depends on  tourism to sustain its economy.

Earlier  this week the Japanese owned  ship’s Captain and First Officer were arrested.

"Of all the available options, the Mauritian government is choosing the worst. Sinking the ship would put biodiversity at risk and pollute the ocean with large

amounts of heavy metal toxins," the  Greenpeace statement,

The plans had been announced on Tuesday by the Mauritian Minister of the Environment, Kavi Ramano, in an appearance in the Parliament of the island nation located in the Indian Ocean east of Madagascar.

Captain of Panama-flagged ship caused an ecological disaster

The Captain of a Panamanian-flagged oil tanker has been  convicted of causing an oil spill  that became an ecological disaster off the island of Mauritius

The captain and first officer of an oil tanker that struck a coral reef in Mauritius, causing the archipelago's worst environmental disaster in the Indian Ocean, were convicted of endangering navigation.

The MV Wakashio, a Panamanian-flagged Japanese freighter, crashed on July 20 and spilled more than 1,000 tons of fuel into the pristine waters of Mauritius, covering mangroves, corals and other sensitive ecosystems.

Captain Sunil Kumar Nandeshwar , convicted Tuesday in a court in the capital Port Louis, admitted to drinking during a party on board.

He and First Officer Hitihanillage Subhoda Janendra Tilakaratna were found guilty of "endangering safe boating" and are due to be sentenced on December 27.

The MV Wakashio was moving from Singapore to Brazil with 3,800 tonnes of oil and 200 tonnes of diesel when it struck the reef off the southeast coast of Mauritius.

"There was a birthday party on board and I consumed alcohol moderately," admitted the captain, who had issued instructions to approach the waters of Mauritius and post a telephone signal that would allow the crew to contact their families.

More than 1,000 tons of oil leaked into the waters teeming with marine life through a crack in the ship's hull before rescue teams were able to remove the remaining fuel.

In the days after the accident, thousands of volunteers scoured the shoreline in rubber boots and gloves to clean the beaches and tie makeshift cords to stem the oily tide.
