Gustavo Bernal president of the Society of Engineers said the parking lots need to have steel or cement divisions and in necessary painted barriers to avoid a repeat of the accident. He said that in the images that have been observed, show that the car was moving at a high speed and there are no traces that it tried to stop, but investigations have to be completed. He said it will have to be seen if it necessary to regulate the cladding that covers the parking lots of buildings as has already happened in other countries such as Great Britain, where a disastrous fire occurred last year. Agustín Herrera Speed is key in the investigations carried out by the Public Ministry for the death of lawyer Moyra Chandler, which occurred yesterday morning at the junction of Avenida 3 de Noviembre with Avenida Balboa, in Calidonia, after the vehicle she was driving fell. from the second floor of parking lots in the Bay View building and crashed into the pavement. In effect, experts from the Institute of Forensic Medicine and Forensic Sciences yesterday carried out a series of experts at the scene, at the request of the Prosecutor for Homicides and Feminicides, which officially opened the investigation of the case. According to the preliminary results of some of those expert reports, Chandler's car, a white Mazda truck, registration 425549, had to have reached a considerable speed to break the wall of the parking lot - of blocks - and fall to the pavement. According to experts, the height from which it fell was about 15 meters. Chandler, 40, an official with the General Directorate of Revenue (DGI), died inside the vehicle. The firefighters who came to the site to attend the event, assigned to the Ricardo Arango barracks, initially tried to rescue her, because they thought she was still alive, but officials from the 911 emergency service determined that she had already died. Ángel Delgado, from the Fire Department, informed that the Security Directorate will be in charge of carrying out the expert reports on the parking structure of the building. Moderators Moderator_02 Posted May 19, 2020 Moderators Share Posted May 19, 2020 Quote Parking lot death sparks call for retroactive security fixes Posted 18/05/2020 Following the death of a young woman lawyer when her car plunged from the parking lot of an apartment building The Citizen Conscience Foundation presented a bill to the National Assembly to establish the mandatory retroactivity in the regulations to guarantee citizen security in the parking lots of PH buildings. The initiative comes after an accident on Friday, May 15, when her vehicle fell from the second floor of the parking lot in the Bay View building, near Balboa Avenue. The foundation recalled a similar event registered on Wednesday, March 28, 2018, where three people died after a vehicle fell from the fourth floor parking lot of PH Breeze in Costa del Este. The foundation emphasized that on Monday, January 21, 2019, as a result of the spectacular accident in 2018, the Ministry of Housing and Land Management (MIVIOT), issued a resolution which it resolved that Where parking lots are built-in all buildings nationwide, a steel or concrete safety barrier must be constructed, which must contain anchors capable of transferring a load of up to 6,000 pounds to the rest of the structure. However, , it would apply only to those buildings that to date did not have an occupancy permit, so all the buildings already delivered would not fall under the regulation. The proposed legislative initiative would make the regulations that have to do with citizen security in these buildings retroactive and determine a period of 12 months for them to adapt their structural designs and physically execute the adjustments. according to the corresponding standard. https://www.newsroompanama.com/business/parking-lot-death-sparks-call-for-retroactive-security-fixes
Keith Woolford
About 6 months ago I purchased a vehicle for someone in this relatively new but crappy building. The poor quality of construction was evident in the lobby, hallways, and parking garage. I do not see any evidence in the photos that there was a reinforced bond beam on top of the parapet wall that the car crashed through. The bond beam would normally be tied into principal vertical columns. The span of the parapet walls between columns is far too long, imo.
