As a former 4-wheeler and mudder, I can tell you it is great fun.   It is just adults being kids and rolling around in the mud.   I can't count the number of times I came home covered in mud and spent the next day or two to clean up the Jeep as well as myself.   This is popular in many places, not just Panama, so it is not what I would call cultural.  Obviously this got out-of hand and there is always a degree of danger when dealing with off-road vehicles and racing.   

Thanks for sharing... brings back fond memories for me.

Have to disagree on that point, Dan. I tend to think that if a sport or activity is popular it becomes part of the culture, regardless of origin or universality.

In any case, this clip was certainly fun to watch and the event seemed to draw quite a crowd.
