The Ministry of Health (Minsa) after 20 years of frustration spread over four administrations, has finally signed the contract for the construction of a new children’s hospital. 

 Paul Galtlardo, director of the Children's Hospital, said that they trust the goodwill of this administration so that the work can be carried out in this period. 

"At the Children's Hospital we remain vigilant and in the development of this work, which represents a better quality of health care for children throughout the country," he said.

The pediatrician recalled that the journey to reach the signing of the contract "has not been easy", as they have spent two decades wanting to have a new building due to the structural damage of the current property.

He emphasized all the bidding processes, claims, suspensions and repeated evaluations of the public acts that preceded the phase in which the project is currently in ...  the beginning of construction.

“The current hospital dates from 1958 and it was too small for the demand for care. In addition, we had to convert several rooms for patients with Covid-19 ”, he pointed out.

The Minsa reported that construction is scheduled to begin in the first quarter of 2021.

For Roger Barés, president of the Association for the Protection of Patients and Families, the signing of the contract represents a "first step", and now it is necessary to ensure that the work is completed during the current administration.

"We are proud of the perseverance of the authorities, board of trustees, medical team and administrators of this children's hospital", said the activist.

The new Children's Hospital will be built on the land where the United States embassy stood on Avenida Balboa.

New Hospital del Niño hits another bump on 7-year road

The new Hospital del Niño  (HN) came to another bend in the tortuous seven-year path to the start of construction on Monday,  June 28.

When doctors and administrators arrived at the Santo Tomas Hospital, considered a historical heritage site, they found the grounds occupied by machinery and construction workers busy cutting down trees. Doctors and staff gathered on the site to protest.

Meanwhile, Paul Gallardo the director of the Children’s Hospital outlined the ups and downs of the long struggle to get the project started.

The first tender for the design and construction was made in   2013 but it was born with a congenital defect because one of the buildings would have been built on one of the Santo Tomás Hospital grounds.

After complaints, a different tender was made for the design and development of plans. There were also some problems because the type of construction was not compatible with the guidelines established for buildings considered historical heritage said Dr Gallardo.

Later it was established that a restructuring would be carried out and it was modified by budgetary issues due to the current situation of the country.

It was originally a $614 million project but costs had to be lowered. Currently, the cost is estimated at $443 million, but that price only includes the construction of two towers: the HN tower, the parking lot, and the restoration of the gardens " which have always been included since the tender was made." Dr Gallardo told TVN

By 2010, the problem worsened after structural studies carried out by the Technological University and a foreign company, reaching the conclusion that the structures were sick, representing a structural risk, hence the urgency to build a new hospital.

Dr Gallardo also recalled that in 1979 an annex was built for a neonatal ward that was originally designed to serve 30 or 40 patients, but currently there are between 80 and 90.

The new hospital is, looking at international standards, has a 100% occupancy of beds in general pediatric and intensive care rooms, which represents a great risk for the country, because it is the main reference pediatric hospital in the whole nation.

On Tuesday, June 29, 72 children were in pediatric intensive care wards, of which 50 are connected to a ventilator.

Construction of new kids’ hospital  after parking squabble moves on

The construction of the new Hospital del Niño, on Avenida Balboa, is in the execution phase, cleaning the land and studying the soil and the objecting doctors from the Santo Tomás Hospital on the issue of parking consider the “case closed.”

The director of Infrastructure of the Ministry of Health (Minsa) , Carlos Candanedo, said that after conversations with doctors from, the Santo Tomas Hospital the work is underway as planned

In Candanedo's words, the project is following the corresponding administrative processes and complying with each of the regulations. The gardens of the Santo Tomás Hospital are considered historical heritage, but due to their current deterioration, they are part of the scope of the project for their restoration.

Juan Carmelo Wong and Jorge Puerta, leaders of the Association of Specialist Physicians of Santo Tomás, stressed that the discomfort arose when the work began without informing the personnel who used that land as a parking area.

The medical director of the Hospital del Niño, Paul Gallardo, said that in their case they had no problems, since before the work began they had located spaces on the coastal strip and other nearby areas, where they could park about 250 of their staff.

“We hope that the project continues without further setbacks. I think we passed the most complex and difficult stage, which was to tender and award the work. Now we must take it forward so that it is ready as quickly as possible for the good of our children" he said.

The project was awarded in February to Acciona Construcción, SA, and includes building and equipping the hospital, the parking building and the restructuring of the gardens. The amount assigned to this new project is $443 million.

The hospital will be on the former grounds of the United States embassy.

Cortizo demands speed-up in Children’s Hospital construction

After touring the construction site of the new Children’s Hospital on Tuesday, April 26, and learning that progress is only 1.5 percent  President Laurentino Cortizo told the company in charge of the project to work more quickly.

The president said that "it is a work that the Panamanian people have waited for more than nine years" and added: "I am interested in this project progressing well and, as an international company, I demand speed in the project."

For its part, the company in charge of the work indicated that they currently have 60 workers on site, which, in the president's opinion, is insufficient to advance.

During the inspection, the director of Health Infrastructure, Carlos Candanedo, indicated that the tour "is to validate and demonstrate what, through the assurance inspection by the Ministry of Health, is carried out day by day."

The initial stage of the project, piloting, is 69% complete, which is important to continue with other activities such as excavations and meet the schedule.

The work, with an initial budget of approximately $443.8 million to be built on Balboa Avenue, was awarded in February 2021 to the Spanish consortium Acciona Construcción, SA The project includes building and equipping the hospital, the parking building, and the restructuring of the gardens.

The work is expected to be partially received in 2024. The initial stage will be the main building with 20 floors and 6 basements for specialized care.

Health Minister demands speed-up in construction of Children’s Hospital

After a tour of the site of the new Children’s  Hospital on Monday when he learned that it was only 10.55 %  complete  Health Minister Luis Francisco Sucre called for new strategies and said that by next Monday the construction company should be presenting a document with the new commitments and delivery dates.

"We are asking the construction company to improve the times because the Panamanian population wants to see faster results," said Sucre.

According to the commitments made, the times should be shortened, and by the month of November the deep excavation of almost several meters below sea level should reach street level, he said.

The Children's Hospital is being built on the site of the former United States embassy on Balboa Avenue and will have parking floors, and a cafeteria and will provide outpatient and emergency care.

The Ministry of Health and the company Acciona Construccion, SA., signed the contract for the construction, equipment, and corrective and preventive maintenance of the new Hospital, the Santo Tomas Hospital maternity wing for  $614,118,054.

Construction phase of new Children’s Hospital 14%  advanced

The construction phase of the new Children's Hospital on the site of the former US  embassy on Avenida Balboa is 14 %  advanced and scheduled for completion in December 2024 when the maintenance program will begin and last another three years.

The hospital center will have 20 floors, with a capacity of 476 beds, and specialties such as radiology, hematology, outpatient area, operating rooms emergency area, blood bank, and laboratory.

It will have a cafeteria, large parking lots, and gardens to provide peace and tranquility for patients and their companions.

The current $443.8 million construction is being developed by Acciona Construcción SA, and will benefit more than one million children throughout the country says the Ministry of Health (Minsa).
