      That s/b embassies. You don't need the ticket, just the reservation. I know that for a fact.

      This goes against what several embassyies state and conversations I have had with lodging owners. Not doubting what you were told, but I believe it is not correct.

      I have heard that the destination needs to be San Jose at least. You can buy bus tickets both in David and Paso Canoas. However, you don't need to do this. Reserve a flight (and don't pay) on Copa Air or other airline websites. They will hold the res for 48 hrs , print it out, and let the res expire. This I know works as recently as last month.
